我国学前教育投资体制问题研究 |

| 摘要:学前教育是我国社会主义教育事业的重要组成部分,也是所有教育的开端,重视教育的起点有利于学生未来的发展。学前教育的重要性在现代社会中显而易见,各国纷纷制定改革政策,大力发展学前教育,高质量的学前教育不仅是个体终身学习和发展的奠基阶段,从某种意义上说,更是缩小社会差异、提高国民素质、提高国际竞争力的重要战略之一。本文首先分析了我国学前教育的发展及学前教育投资体制的现状,从统计的数据中可以发现学前教育投资体制存在以下问题:政府投资严重不足,家庭承担比重过高;财政资金分配不公平,地区间投入差异显著;幼儿园收费混乱,收费水平过高以及政府垄断优质学前教育资源,导致“择园风”盛行这些问题。通过对这些问题的研宄,笔者认为导致这些问题的成因有四点并对每一点进行了分析,他们分别是学前教育财政政策缺失,与基层政府分配不均;学前教,发展中政府责任的弱化;学前教育的公益性缺乏制度性保证和学前教育行政管理体制与发展现状的不适应性。在借鉴国外经验的同时笔者给出了几点建议和对策,发展学前教育必须要强化政府对学前教育投资的主体地位,保证学前教育经费投入的及时性和有效性,这样才能有效的对学前教育事业进行投入。一味的投入也要讲宄方法,改变财政分配方式,使学前教育投入结构达到最优,才能有效的解决学前教育发展的资金短缺问题。为了确保学前教育经费能顺利到达各个教,机构,要立法保证学前教育投入的及时和到位,使学前教育的资金投入有法可依。除了政府主导投资以外,还要广泛吸纳社会捐赠,建立学前教育资助制度,拓宽学前教育的筹资渠道。本研究建议探索“幼儿教育券”的新型教育经费投入模式,改变民办幼儿园的弱势地位,让各类型幼儿园之间进行公平竞争,这将有利于幼儿园主动发展,提高幼儿教育质量。学前教育事业的发展离不开学前教育投资体制这一关键因素,政府和社会力量以及家庭的努力是促进投资体制改革的重要动力。对学前教育体制进行改革不能一蹴而就,要遵循其内在发展的规律,要把它看做是一个循序渐进的过程。如果能从根本上解决投资体制中所存在的各种问题,必将有利于学前教育的发展,也是我国教育事业发展的强心剂。 关键词:学前教育;投资体制;改革 STUDIES OF PRE-SCHOOL EDUCATION INVESTMENT SYETEM Abstract:Pre-school education is an important part of China's socialist education,and is all education start,the starting point of the importance of education conducive to the future development of the students.The importance of pre-school education is evident in modern society,countries have enacted reform policies, to develop pre-school education,high-quality pre-school education is not only the foundation stage of lifelong learning and the development of individual,in a sense,narrow social differences, improve the quality, improve the international competitiveness of the most important strategies. This paper describes the purpose of the study begins and significance,content and related research at home and abroad were reviewed,collect and collate information on the content of pre-investment,and text are involved in defining the concept. In order to achieve the accuracy of the study, the text used three research methods?The text using three methods, namely, literature, comparative study, and statistical analysis,In explaining the theoretical basis of need, I began to study the core of this article.Firstly,analysis of China's pre-school and pre-investment system status,from the statistical data can be found in pre-investment system has the following problems:A serious shortage of government investment,the high proportion of family commitments;Inequitable distribution of financial resources;invested significant differences between regions;confusion nursery fees, toll levels are too high and the last government monopolies quality pre-school education resources,Through the study of these problemsj believe that the causes of these problems lead to four points and their analyzes,They are pre-fiscal policy missing, uneven distribution of the underlying government; preschool development weakening government responsibility; pre-school and pre-school system to ensure the lack of public administrative system and the development situation very suited. At the same time learn from foreign experience the author gives some suggestions and countermeasures. This study concluded that the government should strengthen the development of pre-school education for pre-school education must invest the dominant position of pre-funding guarantee timeliness and effectiveness so as to effectively invest on preschool education. The investment should pay attention to methods blindly, change the financial allocation, so that optimal pre-investment structure, in order to effectively solve the problem of shortage of funds the development of pre-school education. In order to ensure the smooth arrival of all pre-school funding educational institutions, to legislate to ensure timely and pre-investment in place to enable pre-school funding law. In addition to government-led investment outside, but also wide community donations, the establishment of pre-school funding system, broaden the financing channels for preschool. This study suggests that explore the "nursery education voucher" of the new education funding model, changing the weak position of private kindergarten, so that various types of fair competition among kindergartens, nursery initiative which will facilitate the development, improve the quality of early childhood education. The key factors of the development of pre-school education can not be separated from the pre-school education investment system,government and social forces as well as the efforts of the family is an important force to promote the reform of the investment system,pre-school education system reform can not be achieved overnight,to follow its internal law of development,It should be seen as a step-by_step process.If not fimdamentally solve the various problems that exist in the investment system,it will be conducive to the development of pre-school education,Also strengthen education in our country a strong guarantee.
