基础教育课程监控机制——一个亟待关注的课程研究领域
摘要:教育与人类社会共生共在,课程与教育共生共在,课程肩负着育人的重要使命,我们谁也无力承担课程失败的结果,我们谁也无力对一代人的命运负责。那么,在新课程己经启动的背景下,如何为课程的运行保驾护航?如何彰显素质教育的人文理念?如何促进学习者的全面和谐发展?笔者认为,我国迫切需要构建基础教育课程监控机制。在基础教育课程监控机制的构建方面,笔者试图从理论、政策、技术三个维度加以论述:第一,在理论构建维度,我们应该强化研究意识,明确课程监控机制的功能!明晰课程监控的内在机制,明确课程监控机制的运行指向。第二,在政策构建维度,政府应阐释监控政策的意义:健全课程监控制度,完善课程监控机构。第三,在技术构建维度,笔者试图从监控程序和监控方式这两个层面来尝试性地进行技术构建。监控程序为命题一取样一检测一反馈一问责,监控方式主要有课程督导,课程评价,课程反馈。

总结:本文第一部分为绪论,主要介绍了课程监控机制的涵义,意义与价值,以及文献综述、研究方法,并介绍了论文的框架和创新之处。
第二部分为第一章,主要讲述了构建我国基础教育课程监控机制的必要性探索。课程监控机制有必要贯穿课程运作系统的全程,课程监控机制的缺失导致实践领域出现问题,三级课程管理体制的确立,致使我们需要课程监控机制,构建课程监控机制成为课程政策发展的要求,同时构建课程监控机制己成为国际趋势。
第三部分为第二章,主要介绍了构建课程监控机制的国际经验。构建基础教育课程监控机制,我们需要借鉴国际经验。审视国外相关作为,我们发现国外的课程监控机制主要有三种类型:中央行政监控型!地方分权监控型!中央地方并重型。
第四部分为第三章和第四章,主要讲述了我国基础教育课程监控机制的历史基础,以及构建我国基础教育课程监控机制的策略思路。
Abstract:Education coexists with human society while curriculum does with education. Curriculum shoulders the important mission of education. We can't bear the consequence which the wrong curriculum causes, or be responsible for the fortune of one generation. Thus, with the starting of the new curriculum, we should establish the curriculum monitoring mechanism of elementary education to protect the course, show the humanism character of quality-oriented education, and promote the all-round, harmonious development of students.
The author tries to establish the curriculum monitoring mechanism of elementary education in three dimensions of theory, policy and technology. Firstly, in the theory dimension, we should enhance awareness of research, clear the function of curriculum monitoring mechanism, understand the internal mechanism of curriculum monitoring, and grasp the objects of curriculum monitoring mechanism. Secondly, in the policy dimension, the government should define the meaning of monitoring policy, perfect the system of curriculum monitoring, and improve the institution of curriculum monitoring. Thirdly, in the technology dimension, the author tries to establish the curriculum monitoring mechanism at two levels: monitoring procedure and monitoring mode. The monitoring procedures are proposition-sampling- inspect-feedback- verdict. There're three kinds of monitoring modes: Curriculum supervision, curriculum evaluation, curriculum feedback.
