教育权力视野下的校本课程决策研究
—以上海市格致中学为个案
摘要:建国以来,我国课程决策权力由国家完全掌控发展到当前的国家、地方、学校三级分配局面,作为新课程改革的产物一一三级课程决策机制改变了以往高度集权的中央课程决策体制,一种新的课程决策体制也随之出现,即校本课程决策,就是把课程决策的部分权限与职责分配给学校,学校根据本校的实际做出决策。校本课程决策是一种民主性的决策体制,与课程有关联的各方面人员都应该参与校本课程决策,他们包括校长、教师、学生、家长、社区代表、课程专家等。但当学校在开发与实施校本课程时,真正做出决策的是学校领导,其他人员不能恰当地参与校本课程决策,课程决策权力分配形式、充分而实效地发挥自己的作用。本文在探讨教育权力、校本课程决策中教育权力的划分与体现的基础上,上海市格致中学校本课程建设理念及校本课程决策举措、决策组织与程序,其校本课程决策中的存在的问题及其原因,提出进一步的改革建议。

总结:本文共分为六章:
第一章“绪论”:阐述研究的背景,对相关概念进行界定,梳理、归纳国内外有关校本课程决策的研究现状,明确研究的目的、意义、内容与研究方法。
第二章、第三章,从教育权力和课程决策权力分配出发,分别论述了“教育
权力的性质、依据与类型”、“教育权力分权化”、“政治学角度教育权力的纵向分
配”、“课程决策集权化”、“课程决策分权化”、“课程决策自主化”、“校本课程决
策是教育权力分散化的体现”。
第四章“校本课程决策中教育权力的进一步划分与体现”:对于学校内部参
与决策方来说,校长具有校本课程领导权力;教师作为校本课程实施者具有主导
权;学生是教学活动的主体具有主体权。对于学校外部参与决策方来说,家长具
有参与权、社区具有话语权、课程专家具有指导权。
第五章“校本课程决策案例研究一一以上海市格致中学为个案”:介绍格致中学“尊重学生愿望,适应学生需求,立足科学素养和人文素养的和谐整合,促
进学生人本、多元发展”的课程理念、“源于学生、高于学生,合作创生;呼应
时代,关注前沿,接轨国际”的课程定位、立体化的课程结构。从校长、教师、
学生、课程专家等方面阐述上海市格致中学校本课程决策举措,论述其校本课程
决策组织与程序。
第六章“上海市格致中学校本课程决策的进一步分析”:分析上海市格致中
学校本课程决策中存在的问题及存在这些问题的原因,针对其存在的问题提出进
一步地改革建议。
Abstract:Since the foundation of the People’s of China, a nation-monopolized curriculum decision-making power is broken into the current triply shared by the country, the local government and the schools. The three-level curriculum decision-making of our country is a outcome of new curriculum reform, it changed pure centralization of curriculum decision-making. School-based curriculum decision-making was consequent on curriculum reform,part of the curriculum decision making power and responsibilities assigned to the school, the school to make decisions based on the school of practical situation. School-based curriculum decision-making is a democratic decision---making system,staff of associated with curriculum should be participate in school-based curriculum decision-making who are principals, teachers, students, parents and community representatives, curriculum experts and so on. But the real curriculum decision-making power belong to school leaders, other staff can’t properly participate in school-based curriculum decision-making,they can't adequately and effectively to play their role. is thesis analyzes the power of elementary education,the distribution form of curriculum decision making,partition and reflects of educational power in school-based curriculum decision-making, expound on school based curriculum construction rationale,decision making strategic,organization and procedure of Gezhi High School of Shanghai, analyze the problems and their causes, put forward reform proposal.
