高等教育治理中政府、社会和高校关系转变与实现途径研究

摘要:政府和高校关系问题是高等教育管理中的一个重要问题,是教育管理学界一直比较关注的热点话题。随着社会政治、经济和文化的发展,“社会”开始作为一个重要的主体力量参与高等教育管理。同时,兴起于20世纪80年代的治理理论受到理论界的推崇,并运用于许多国家的政府管理改革实践中。随着治理理论的广泛传播,高等教育领域也开始引入治理理论,高等教育领域的专家学者提出高等教育治理。在高等教育治理中,合理调整和正确定位政府、社会和高校关系有利于推动我国高等教育管理深入改革和进一步发展,同时也是我国实现高等教育强国宏伟蓝图的需要。因此,本论文研究高等教育治理中,政府、社会和高校关系转变与实现途径,提出了具体的措施和建议。

本论文主要分为六个部分:第一-部分为绪论,包括论文选题的背景与意义、国内外研究现状、研究思路、方法和创新点等;第二部分为研究概述,对相关概念进行了界定,着重论述了高等教育治理的内涵、特征及本论文研究的理论基础;第三部分为高等教育发展中政府、社会和高校关系的演变,分别论述了高等教育政府管制模式和高等教育市场化模式的依据与特点,并研究了高等教育政府管制模式下和高等教育市场化中政府、社会和高校关系;第四部分为高等教育治理中政府、社会和高校关系分析,在研究高等教育治理系统及其模式的基础上,探究了高等教育治理中政府、社会和高校关系的应然状态,并指出高等教育治理中,政府、社会和高校关系转变的障碍;第五部分为高等教育治理中政府、社会和高校关系实现途径;第六部分是结论,对论文研究的主要内容和主要观点做了总结。

本论文以辩证唯物主义和历史唯物主义为总的方法论,具体采用了文献查阅法、比较分析方法、案例研究法等研究方法。本文以高等教育治理为视角,借助治理理论和利益相关者理论,论述高等教育发展中政府、社会和高校关系的演变,分析高等教育治理中政府、社会和高校关系的应然状态,指出高等教育治理中政府、社会和高校关系转变的障碍,提出高等教育治理中政府、社会和高校关系的实现途径。本文在研究视角上具有一定程度上的创新性,对于深化高等教育管理改革、保证高等教育持续健康发展具有重要的理论意义和现实意义。

Research on Change and Realization of Relationships of Government, Society and Universities in Higher Education Governance

Abstract: The relationship between government and universities is an important issue in higher education (HE) management. It is also an hot topic in the field of education management.With the development of political, economy and culture, society has become an significant factor taking part in HE management. Besides,governance theory sprang up in the 1980s was praised highly by scholars. They applied it in the practice of government management reforms in many countries. With the widespread dissemination of governance theory, the field of HE started to introduce governance theory. What's more,HE experts put forward HE governance.Reasonably adjusting and correctly positioning relationship of government, society and universities in HE governance is conductive to promoting the deep reform and further development of HE management. At the same time, it also meets the demand of grand blueprint of powerful country in higher education. Therefore,this thesis focuses on the change and realization of relationships of government,society and universities in Higher Education Governance, bringing up concrete measures and proposals.

This thesis is divided into six parts: The first part is an introduction, including the background and significance of this topic,current research at home and abroad, contents, methods and innovation points. The second part is a basic overview, including definitions of related concepts, meanings and characteristics of HE governance and the theoretical basis. The third part is the development of the relationships of government, society and universities in HE,including the relationships in state-centered mode and marketization mode. The fourth part is an analysis of relationships of government, society and universities in HE governance, including the description of HE governance system and its mode, normative relationships of government,society and universities in HE governance and problems of change of these relationships. The fifth part is ways of achievement of relationships of government, society and universities in HE governance. The sixth part is conclusion, summarizing the whole thesis.

In this thesis, dialectical materialism and historical materialism the general methodology,specifically uses literature access method, comparative analysis, case studies and other research methods. This thesis is in the perspective of HE governance and on the basis of governance theory and stakeholder theory. It discusses the relationships of government, society and universities in the development of HE, analyzing the normative relationships of government,society and universities, pointing out the problems of change of these relationships, proposing the ways of achievement of relationships of government, society and universities in HE governance. The perspectives and research of this thesis has some innovative aspects. And the research has theoretical and practical significance in further HE management reform as well as sustained and healthy development of HE.
