区域高等教育治理中的政府协调机制研究
——省、市政府间关系的视角

摘要:20 世纪 80 年代以来,区域高等教育的巨大发展,使得我国逐步进入高等教育的大众化发展阶段。省域内,各地市级城市高等教育治理参与主体之间关系愈加复杂,省、市层级政府之间矛盾逐步显现,区域高等教育治理陷入困境。因此,构建区域高等教育治理主体之间的有效协调机制成为必然选择。而现实中,我国地市级城市高等教育治理的横向参与主体以及纵向政府层级之间均存在力量失衡的状况,故而,实现区域高等教育的有效治理,需要发挥政府的领导作用,构建区域高等教育治理中的政府协调机制。而对区域高等教育治理中各主体之间协调机制的研究是一个崭新课题,现有研究极其有限,使得人们无法把握这一治理模式。鉴于此,本文将区域高等教育治理中的政府协调机制作为研究主题。
本文以省、市政府间关系为视角,运用治理理论,通过分析我国区域高等教育治理中的现实矛盾及国外区域高等教育协调治理机制的现状,尝试从区域高等教育横向治理主体之间以及纵向省、市政府之间的协调治理层面,对区域高等教育治理中的政府协调机制进行深入分析。全文共分为 5 个部分。
第一部分阐述了研究的缘起、目的与意义、国内外研究现状,并介绍了本文的研究思路与方法,对相关核心概念展开了界定。第二部分论述了本文的理论视角——治理理论下的省、市政府间关系,并对区域高等教育治理中的政府协调机制进行了深入阐释。第三部分从横向、纵向以及动态变化层面构建了我国区域高等教育治理中矛盾分析的三维框架。本文认为,我国区域高等教育治理中的矛盾表现为结构性矛盾、体制性矛盾和调控性矛盾三个方面,并对每一方面进行了深入剖析。第四部分通过介绍英、美、法三国区域高等教育协调治理机制的模式,得出对我国的有益启示。第五部分先从纵横两个方面构建了区域高等教育治理主体之间的协调框架,并得出构建我国区域高等教育治理中的政府协调机制的路径,表现在三个方面:增强薄弱主体力量、转变政府职能、创造良好的制度保障。

Abstract:Since the 1980s, Great development of regional higher education, make our country gradually entered the stage of popularization of higher education development. Within the province,relationships between higher education governance participants become more complicated in each prefecture-level city, the contradictions between provincial and municipal governments gradually appear, regional higher education governance get into trouble. So, build ef fective coordination mechanism between regional higher education governance participants becomes inevitable choice.But in reality, there are the status of the power im balance both in higher education governance transverse participants and longitudinal government hierarchy of prefecture-level city in our country. Therefore, realizing th e effective governance of the regional higher education, the government should play a role of th e leadership in order to structure the government coordination mechanism in regional higher education governance. However, the coordinating mechanism between main bodies of regional higher education governance is a new research topic, and the existing research is extremely limited, which makes it impossible to grasp this governance model.Given this, this article will take government coordination mechanism in regional higher education governance as a research subject.
On the basis of the theory of governance ,this article in the perspective of relationship between provincial and municipal governments, through analyzing real contradiction of regional higher education governance in our country and the current situation of regional coordination management mechanism of higher education abroad, tries to analyzes the government coordination mechanism in regional higher education governance deeply, in the coordinated governance level between regional higher education horizontal governance main part and t he provincial and municipal governments. Full-text is divided into five parts:
The first part expound ed the study's origins, purpose, significance, overseas and domestic research status. Introduced the research ideas and methods of this article, and define the related core concepts. The second part discusses the theoretical perspective of this paper ——The relationships between provincial and municipal governments under the governance theory, then deep explain the government coordination mechanism in the regional higher education governance.Part three structure the three-dimensional framework of contradiction analysis in regional higher education governance of our country, from transverse, longitudinal, and dynamic change level.This paper argues that, there have three contradictions in regional higher education governance of our country, structural contradictions, Institutional incongruities and dynamic contradictions. Then every aspect has carried on the thorough analysis . The fourth part conc ludes the beneficial enlightenment to our country by introducing the model of regional higher education governance mechanism in Britain, the United States and France. The fifth part first builds the coordination framework between regional higher education governance particip ants from the vertical and horizontal two aspects. Then obtain structure the path of government coordination mechanism in regional higher education governance in China, it can be seen in three aspects, Strengthen the power of weak principal parts, Transform the function of the government, Create a well institutional guarantee.
