抚顺市中小学校长培训的现状、存在问题及对策研究

摘要:中小学校长的培训与提高是一个具有时代内涵的跨世纪的教育命题。我国百万校长队伍的培训是教育史上一件意义深远的大事。自 20 世纪 80年代末,我国启动中小学校长培训工程以来,系统开展全员的岗位培训和提高培训,逐步实施校长持证上岗制度,校长培训体系逐步确立,培训机制不断完善。抚顺市按照国家的统一部署,按时完成了各阶段中小学校长培训任务。但是,按照教育改革与发展新形势的要求,校长培训工作尚存在很多问题需要解决。本文依据对抚顺市部分中小学校长所作的调查分析及所搜集的信息资料,在了解把握抚顺市中小学校长培训现状的同时,客观指出了培训中存在的八方面问题,主要表现为:培训经费严重不足,培训时间安排不尽合理,课程设置和培训形式急需改进,培训师资水平有待提高,考核与评价流于形式,校长参加培训的动力不足,培训基地建设明显滞后。对照培训中存在的这些问题,有针对性地提出了抚顺市中小学校长培训可持续发展的八方面思考和对策。

总结:1、本文首先提出现代社会中终身学习、终生教育的需要、经济转型和社会发展的要求以及新时代、新教育对中小学校长培训的挑战。

2、第二部分对抚顺市中小学校长培训的现状和存在的问题进行分析,展示了进行调查的结果,其包括校长培训选择等多个方面。提出抚顺市目前存在着:培训经费不足、“工学矛盾”、课程设置缺乏针对性和实效性以及培训教学形式缺乏灵活性和开放性和培训师资及教学水平有待于提高等问题。

3、本文最后针对抚顺市存在的这些问题提出对策,其具体包括以下几个方面:(1)设立专项培训经费,解决培训经费严重不足的问题;(2)结合实际,合理解决校长培训的“工学矛盾”;(3)根据实际需要,设置校长培训课程;(4)改进培训形式和方法,提高培训手段的科学化和现代化水平;(5)大力加强培训教师队伍建设,优化教师资源;(6)加强校长培训的实践环节考核,实行培训与考核、任用相结合;(7)抓好制度落实,搞活培训市场,充分调动校长参训的积极性;(8)大力加强培训基地建设,为校长培训工作提供条件保障。

Abstract: The Current Situations, Existent Problems and Countermeasure Studies for Training on Schoolmasters of Primary and Middle Schools in Fu Shun City Training and improving on schoolmasters of primary and middle schools is a meaningful educational topic in now-days. Training on millions of schoolmasters working in primary and middle schools in our country is a great affair for educational history. Since the end of 1980 s, the time The State started the project of training, have organized the training of post training and improvement training, then carrying out working with post certificate institution for the schoolmasters and trying to perfect the training mechanism. Following the instruction of the former State Education Commission and Ministry of Education, schoolmasters training tasks in different periods has already been finished in time in Fu Shun City. According to the requirements of developing, there are still many problems to be solved. This dissertation is to research parts of schoolmasters materials, analyzing reasons while holding the current situation, Point out eight problems that are existing in the training,

such as: seriously inadequate for education funds, irrational of the training times, urgent need of developing for the course setting and training forms, improving in teachers training, evaluating in forms, inadequate motive power for the schoolmasters, falling behind in the construction of the training base. According to these problems, put forward eight continues thinking and countermeasures for the training on schoolmasters of primary and middle schools in Fu Shun City.
