广西民族中小学校长培训机制探讨

摘要:广西是一个少数民族人口占全区人口38.2%的边境省份,由于各方面的原因,民族地区的经济发展相对滞后。要实现“科教兴区”,必须把民族教育放在优先发展的战略地位,培养出高素质的劳动者,而所有这一切,与民族学校校长的办学理念、综合素质有着密切的联系,举办民族学校校长培训班是提高校长素质的重要举措之一。然而,我区校长培训方式是大一统。这样一来,培训内容、方式、手段就很难满足校长们多元化的需要。不同层次、不同类别的学校在办学过程中有着自己的特点和规律,为此,我们认为有必要单独举办广西民族学校校长培训班,在宏观上让他们掌握一般的教育理论知识,在微观上掌握适合民族学校管理的特殊知识。举办民族学校校长培训班需要解决的问题很多,但最主要的是解决机制问题。

这里所说的机制就是保证民族学校校长培训顺利开展的各种方针政策及培训运作方式。探讨我区民族学校校长培训机制,对了解其培训规律,改善民族学校校长培训制度,使其培训工作规范化、科学化,将产生重要的作用。

文章第一部分介绍广西中小学校长培训历史状况。第二部分分析广西民族学校校长培训的必要性。第三部分探讨广西民族学校校长培训机制及运作中的几点建议。民族学校校长培训机制包含::依靠政府行为,加强宏观调控;检查评估机制;奖惩相结合机制。

我区民族学校校长培训运作中几点建议:一是培训内容要以素质教育为中心。二是培训要突出民族特色。三是培训要体现民族学校必须服务于本地经济、社会发展的思想。

总结:1、本文首先介绍了广西中小学校长培训的历史沿革,包括:建国初至“七五”期间,正本清源,曲折发展;“八五”、“九五”期间,成效瞩目,问题仍存。

2、第二部分提出加强该地区民族学校校长培训工作的必要性。其是进入以知识经济为主旋律的新时代的需要;是进入崇尚终身教育的新世纪的需求;是进入促进人和社会可持续发展的新时期的必然。

3、第三部分对广西民族中小学校长培训机制进行了探讨。并提出了运作中得几点建议:(1)培训内容要以素质教育为中心;(2)培训要突出民族特色;(3)培训要体现民族学校必须服务于本地经济、社会发展的思想。

Abstract: Guangxi is a border province whose minority nationality takes up 3 8.2% of the total population. As for many-sided reasons, the economic development of the area where the minority lives is not so advanced. For the development by science and education, the education for the minority must be put before anything elsetraining high-quality labor force. Meanwhile, all these are connected to principals' running-school ideas and comprehensive quality in schools for the minority. Training course for principals from schools for the minority is one way to improve the principals. But the principal-training course in Guangxi attaches too much importance to the unification. For that, the contents, methods and ways don't meet the principals' multiple needs. Schools of different kinds and levels have their own characteristic and laws. So we think it necessary to hold training course for the principals from the schools for the minority in Guangxi, so that they can master educational theory in general, as well as the specific one for running the schools for the minority. If the training course for the principals is to take place, there are many problems to be solved, but the most important one is the mechanism.

    The mechanism here means all the policies which insure the principal training course, as well as how to train them.

    Exploring the mechanism of the training course for the principals from schools of minority is to have a good understanding of the rules for the training, to improve the training system, so that the training will develop normally, scientifically.

    The first part of the thesis deals with the historic development of the principal training course in Guangxi. In the second one, the necessity of the training course far the principals is explored. In the third chapter, the training mechanism and the way far training are probed.

    The mechanism for the training course for the principals from ethnic schools is the following: the guaranteed mechanism from the government, the mechanism for evaluation, the mechanism for reward and punishment.

    Some suggestions about how to train the principals.1 .The training course lays importance on quality education.2. The course shows the ethnic characteristic.3. The course, shows that the minority schools must serve the local economy and social development.
