基于胜任力的中小学校长岗位培训体系研究
摘要:胜任特征研究20世纪70年代初期兴起于美国之后蓬勃发展,它是能将高绩效者与一般绩效者区分开来的个体潜在的较为持久的行为特征。校长是中小学的核心教育资源,加强中小学校长培训,己经成为世界各国的共识。通过培训提高他们的自身素质和学校管理水平,也是当前和今后教育战线十分紧迫的战略任务。
本文首先阐述基于胜任力的中小学校长岗位培训体系构建的理论基础与实践,接着从胜任力模型的视角分析我国中小学校长岗位培训体系,分析了我国现行中小学校长培训的现状,指出中小学校长岗位培训主要存在培训观念落后、制度缺乏、培训内容单一、实际操作不力,基于此,为切实加强中小学校长岗位培训的客观性、有效性、科学性,应基于胜任力模型这一科学工具重新构建中小学校长岗位培训体系,拟通过胜任力模型中所强调的“组织发展——职位满足一个人成长”这一主线,通过构建中小学校长岗位培训的胜任力模型,改进中小学校长岗位培训需求分析、培训设计开发、培训实施转化、培训效果评估等各个环节,重塑中小学校长岗位培训体系,提升中小学培训工作的有效性、科学性。最后,基于胜任力模型的中小校长岗位培训体系的运转需要支持条件,指出完善中小学校长岗位培训制度、建立高水平的师资队伍、确保培训的经费、完整配套的硬件是基于胜任力的中小学校长岗位培训体系所需的软硬件保障。

Abstract: The research of competencies spring up United States in the early 1970s and then booming, it is an individual potential behavioral characteristics that can distinguish between the high performance and the general. The principal is the core education resource of primary and secondary, to strengthen the principal training has become the consensus of all the countries in the world and to improve their qualities and management level through training is also an urgent strategic task in current and future education.
This paper firstly represents theoretical and practical construct based on competency principal job training system, then analyzes our country primary and middle school principal job training system and the present situation from the perspective of competency model, points out the problems and reasons is the macro layer of training concept behind and system lack, and micro layer of training content single and the poor practical operation. Therefore, to strengthen primary and middle school principal job training objective, effective, scientific, it should base on the scientific tools of competency model to rebuild primary and middle school principal job training system. The emphasis main line of organization development, position meets, personal growth proposed by competency model, it improves primary and middle school principal job training demand analysis, design development, implementation conversion, effect evaluation and so on by constructing competency model, and reshapes principal job training system and improves the effective and scientific of primary and secondary school training work, Finally, principal job training system based on competency model needs support conditions, points out principal job training system perfect, establishes high level of teachers and ensures training funds, Full of hardware is based on primary and middle school principal job training system of software and hardware needed to guarantee.
