尼日尼亚推进基础教育性别平等政策分析

摘要:尼日利亚政府在推进基础教育发展的过程中,始终将性别平等作为教育公平政策的一个重点。性别平等的相关政策,最早可以追溯到1986年的《妇女教育发展蓝图》,此后,各项相关法律法规相继出台,其内容侧重点逐渐由教育的性别机会平等转向教育过程和结果平等,并开始关注教育质量公平。通过长期努力,尼日利亚基础教育性别平等问题虽然取得了重大进展,但由于政府的基础教育投入严重不足、教育政策制定缺位且执行不力、社会的性别歧视和女性自我认同不足等因素,仍存在诸多困难和问题。

3.促进基础教育性别平等进程缓慢是政府教育投入不足和民众经济水平偏低、政策制定缺位及其执行不力、性别歧视现象综合作用的结果;
An Analysis of Gender Equality Policies of Basic Education in Nigeria

Abstract:In order to promote basic education,Nigerrian government always takes the gender equality as one of the most important policies.The first policy can be traced back to The Blunprint on Women’s Education published in 1986.From then on,lots of laws and policies about gender equality have been issued.Their content and key points diversify in different periods,from equal opportunity and process for education of female to result equality,and turn their attention to the equity of quality of education.Although all the efforts have made remarkable progress,but there are still lots of problems as follows:the deficiency of education devotion,the absence and poor performance of educational policies,gender discrimination and little understanding about themselves for the females.

Summary:1. The governments of Nigeria in different periods have made related policies to promote gender equality in basic education;
2.The problems that Nigeria are facing in the progress of promoting gender equality in basic education are as follows:
(1)the girls’ enrollment rate and literacy rate are low;
(2)there exists huge differences in different kinds of people about gender equality in basic education;
(3)the outcomes of boys and girls are different largely in the period of basic education;
3.The slow process of promoting gender equality in basic education are the comprehensive effect of the following factors:the deficiency of education devotion,the absence and poor performance of educational policies,gender discrimination and little understanding about themselves for the females.
