中小学校长职级制研究
摘要:校长是学校的灵魂,中小学校长的质量直接关系到教育质量的优劣。中小学校长职级制的建立是事业单位实行人事分类管理的写照。从 1993 年上海市的两个区率先试行这一制度到现今,众多的城市也相应实施开来,由此证明这项制度存在一定的可行性。本文主要运用文献法、比较法等研究方法,系统分析和研究中小学校长职级制度的运行模式以及实践探索,在此基础上提出这一制度在实施过程中产生的问题,并有针对性的提出完善校长职级制的建议。
论文包括四个部分:
第一部分,明确研究的目的及意义,界定了校长职级制、校长专业化以及人事管理制度的概念。并对校长职级制已有的相关研究进行全面的阐述,总结前人的经验,为后续的论文做好基础。
第二部分,在原有研究的基础上进一步明确并充实了校长职级制的理论基础;并从校长职级制对校长自身发展、学校发展以及教师发展三个层面上总结其具有的实施意义。
第三部分,对各地校长职级模式的系统分析,总结出校长职级制的实施成效以及在实施过程中所产生的问题。
第四部分,针对校长职级模式运行中产生的问题提出相应的解决方案,并引发对校长职级制未来发展趋势的进一步思考。

The Research into Principle Official Rank System
Abstract:Principals is the soul of the school, the quality of the principals is directly related to the quality of education. Principal official rank system is the description of the personnel classified management in public institutions. From 1993, two districts of Shanghai took the lead in trying out this system to trial today, is correspondingly implemented in many cities, which proves this system has certain feasibility,
This paper is mainly on the basis of theoretical study, using literature method, comparative method, analysis and research operating mode and practice exploration of principal official rank, put forward issues in the implementation of the system, and made targeted recommendations for perfecting the perfect principal official rank system.
This paper consists of four parts:
The first part cleans up the purpose and significance of the research, defines the concept of principal official rank system、principal specialization and personnel management system. It expounds relevant research of principal official rank system, summarizes the experience of predecessors, makes the foundation for the subsequent papers.
The second part cleans and enriches the theoretical basis of the principal official rank system basis on original research; and summarizes implementation significance in three levels, there are principal’s own development, school’s development and teacher’s development.
The third part analyses principal rank mode of all areas, and summarized implementation effect and problems of principal official rank system.
The fourth part puts forward the corresponding solutions according to the problem that produce in principal official rank mode, and raised to the further thinking of principal official rank system’s future development.
