武汉市教育干部培训现状、问题与对策研究
摘要:在我国基础教育发展及推进素质教育的进程中,教育干部起着非常重要而且关键的作用。加强教育干部队伍建设,提高教育干部队伍素质与水平,是富有时代内涵的教育命题,也越来越受到我国各级教育部门的重视。自启动中小学校长培训工程以来,武汉市教育干部培训体制机制不断完善,培训管理逐步规范,按要求完成了各阶段的教育干部尤其是校长培训任务。当前,我国教育事业幵始从人力资源大国向人力资源强国迈进。已颁布实施的《国家中长期教育改革和发展规划纲要》对加强教育干部队伍建设、促进校长专业发展和培训提高提出了新的要求,教育千部培训工作的责任更加重大,作用更加突出、任务更加繁重。为适应教育改革新形势新任务的要求,教育干部培训工作尚存在很多问题需要解决。本文依据对武汉市部分教育干部所作的调研,在了解把握武汉市教育干部培训现状的同时,客观指出了培训中存在的六方面问题,主要表现为:培训、考核与任用相结合的机制并没有真正地建立起来、教育干部培训的基地建设的任务仍很艰巨,教育干部培训的能力仍然不足、教育干部培训的经费短缺,仍然是制约高水平校长培训的主要问题、教育干部培训的理论研究缺乏专业队伍、教育干部培训的跟踪问效以及培训的质量评价仍然缺乏有效手段。对照培训中存在的这些问题,有针对性地提出了武汉市教育干部培训可持续发展的六方面思考和对策。

Abstract: In the process of developing basic education and promoting quality education, Education Staffs play a very important and critical role in china. Strengthening construction of the Education Staffs' teams and improving their quality and capability, is a issue in the chips of epoch connotation, and which have been a subject of growing concern by the education departments at all levels in our country. Since started the project of school principals' training, in Wuhan, the training system mechanism has been improved constantly, and the management of the training has be Standard up gradually. Wuhan City has finished the task of training Education Staffs,especially the Primary and Secondary School Principals, in various stages. Currently, China's education career has being escalated day by day. However, the paper of National medium-and-long term education reform and development plan outline,has been carried out,which bring up some new demands for the Education Staffs' training, the training' responsibility is more important, the training' function is more outstanding, the training' task is more onerous. And in order to adapt to the new situation, Education Staffs' training work still exist many problems to be solved. According to the investigation and the collected information for Partial Education Staffs in Wuhan City, we can understand and grasp the Primary and Secondary School Principals' training status,and at the same time the paper objectively pointed out that there are problems in six aspects, the main problem as follow: the mechanisms in which training, assessment are combined with appointment, does not truly established. The tasks of constructing Education Staffs' training base are still very arduous. The insufficient capability and critical shortage of funds in Education Staffs' training, is still a major constraint which restricts high-level Education Staffs' training. Theoretical Study of Education Staffs' training lacks of professional teams. How to track of the effect and the quality evaluation of Education Staffs' training is still lack of effective means. According to these problems, the paper put forward six sustainable thinking and countermeasures for the Education Staffs' training in Wu Han City.
