——以湖南师范大学为例

摘要：自我国加入WTO后，国际教育交流与合作随着经济全球化的发展也得到了飞速发展。高校外事工作是教育国际化发展的具体实施工作。在教育国际化趋势下，高校的外事需求大大增加，传统高校外事管理的弊端不利于高校与国际化接轨，高校可持续发展的实现，需要高校外事工作的与时俱进。

本研究在大学国际化和地方高校改革的背景下，分析了教育国际化趋势给地方高校带来的机遇与挑战。教育和大学的国际化给为地方高校创建国际交往平台，生成新的国际教育市场，拓展学校办学空间，合作式开放办学促进地方高校办学观念的变革，促进高校之间的竞争与合作，推动高校的特色办学。而高校外事工作也在新形势下也有了新的定位。在对高校外事工作的内涵、工作原则、职能和工作理念等相关内容进行介绍之后，本研究以湖南师范大学的外事实践为例分析了国际化趋势下地方高校外事工作管理的创新及基本经验。湖南师范大学的外事管理部门——国际交流合作处利用教师教育优势，做大教育人力资源培训项目；利用学校传统学科优势，创新汉语国际推广工作；关注区域终身教育需求，拓展教育领导在职教育新途径；深化留学生招生与管理改革，做强留学生教育工作；建构学术交流平台，提升智力引进质量。地方高校外事管理工作要创新，必须充分认识地方高校参与国际教育交流、合作，提供优质的国际教育服务的价值；注重获取国际教育服务的综合效益，推动学校内部学科建设、人才培养工作的创新；加强地方高校内涵建设，着力凝练与打造国际教育服务特色与教育品牌高校的内涵。

要改革和完善地方高校外事工作管理机制，使其更好地推动地方高校的国际化进程，实现高校的可持续发展，首先必须建立合理的地方高校外事工作三个目标，即重视对外交流，拓展师生国际化视野的首要目标，提升学校的国际影响力和国际竞争力的基本目标，培养具有国际视野和国际认可能力的创新型人才的最终目标。其次，要加强地方高校外事工作队伍的建设，完善高校外事管理工作制度，培养“米字多能型”的外事管理工作者。最后要优化地方高校外事工作的运行机制，充分引进国外智力资源，打造高校引智品牌；建立中外合作项目，以规范管理促科学发展；鼓励互派师生留学，加速同国外的学历认定；推行全英文教学体系，建设国际考试中心。

总结：

本论文共有五章。第一章为绪论部分，阐释了研究的背景与意义，并对高等教育国家化、高校外事工作的重要行和存在问题及对策进行了文献综述，详细描述了研究内容及方法。

第二章为大学国家化与地方高校改革部分。大学国际化部分阐释了大学国际化的趋势和衡量标准；地方高校改革部分阐释了地方高校在国际化进程中的机遇和面临的困难。机遇有国际交往平台、拓展办学空间、办学观念的改革、高校间的竞争与合作；面临的困难有参与国际合作交流的主动性不强、难寻求到一流的合作对象、缺乏适应国际化办学需求的教师队伍和管理干部、缺乏具有竞争力的教育服务项目与教育产品。

第三章研究了地方高校外事工作及其在国际化趋势下的发展。分别从高校外事工作的内涵及其主要内容、工作原则与职能、工作的作用和定位、管理工作理念四个方面阐释。论文将管理工作理念定位与人本管理、全面质量管理、学习型组织理念。

第四章对湖南师范大学在国际化趋势下进行的高校外事工作管理创新的实践进行了实证研究。分别从湖南师范大学外事管理部门的基本情况、工作实践现状、推进国际化的基本经验三方面进行研究，归纳出充分认识地方高校参与国际教育交流合作，提供优质的国际教育服务价值；注重获取国际教育服务的综合效益，推动学校内部学科建设人才培养工作的创新；加强地方高校内涵建设，着力凝练与打造国际教育服务特色与教育品牌高校的内涵三方面的经验。

第五章总结了改革和完善地方高校外事工作管理的三大建议。首先，简历合理的地方高校外事工作目标，以重视对外交流、拓展师生国际化视野为首要目标，以提升学校的国际影响力和国际竞争力为基本目标，以培养具有国际视野和国际认可能力的创新型人才为最终目标；其次，加强地方高校外事管理工作制度，完善高校外事管理工作制度、培养“米字多能型”的外事管理工作者；最后，优化地方高校外事工作的运行机制。充分引进国外智力资源，打造高校引智品牌；建立中外合作项目，以规范管理促科学发展；鼓励互派师生留学，加速同国外的学历认定；推行全英文教学体系，建设国际考试中心；全面参与国家汉语国际推广工作，增强中国高校的国际影响力。

Abstract: With its accession to the World Trade Organization (WTO), China international cooperation and exchanges developed rapidly along with the development of the knowledge-based economy globalization. The management of foreign affair in higher school is the specific implement of internationalization of education. Under the trend of internationalization of education, the demand of foreign affair has greatly increased, because the Abuse of traditional management of foreign affair in higher school does not conducive the colleges to integrate with the world market. The realization of sustaining development higher school needs the management of foreign affair in higher school keeping pace with the times.

The subject is to analysis the trend of internationalization of education brings the possibilities and limitations to china local higher school against the background of the process of internationalization in high school reformation which create international association platform, begin a new international educational market, expand university-running space, stimulate the change of university-running concept and competition and cooperation between colleges, promote the characteristic construction in higher school and so on. Under new situations and circumstances, the management of foreign affair in higher school has a new orientation. This paper gives a brief introduction to connotation、principles、function and working idea of the management of foreign affair in higher school and take the practice of Hunan Normal University for an example to analysis the innovation and basic experience of the management of foreign affair in higher school under the trend of internationalization. International exchange and cooperation department in Hunan Normal University, which capitalize such advantage in teacher education to expand human resources training programs in higher school; use traditional features of the discipline to innovate the Chinese extension work; monitor the needs of regional lifelong education to develop a new way in-service education for leadership; deepen the reform of the administrative and enrolment for foreign student in order to strengthen the educational work of foreign student; construct academic exchanges platform to improve quality of recruit introduce(foreign) talents. The innovation of the management of foreign affair in local higher school needs realize the value about providing all-round international education after participating in international exchange and cooperation; pay attention to access comprehensive effect international education services in order to drive forward internal subject construction and talents training in universities; strength higher education connotation construction and try to create special services and brand in the educational of higher school.

To propel internationalization of Chinese higher school and ensure the sustainable development of institutions of higher school. Firstly, we reform and improve the management mechanism of foreign affair in local higher school establish reasonable goal: the central aim is attaching weight to international exchange and extending international field of vision in teachers and students, the basic aim is promoting international influence and competition of higher school, the ultimate aim is cultivating high-quality international personnel and a global outlook specialized talents innovation. Then we should accelerate talents squad construction of foreign affair in order to improve and perfect the management of foreign affair system and foster all service personnel for foreign affairs in local higher school. At last, we should optimal operation mechanism for the management of foreign affair, such as pools of domestic and international human resources and create brand of higher school; establish China——Foreign cooperation project and promote the development of science with standardized administration; Encourage to exchange teachers and students study abroad and acknowledge degree at home and abroad; carry out teaching entirely in English and establish an international test center .
