县级中小学校长培训质量保障体系问题研究——以D县为例
摘 要:过去二十年来,我国中小学校长培训取得了很大的成就,与此同时,我国中小学校长培训质量保障体系中也存在不少问题,尤其在县级层面。在我国四级培训机构体系中,县级培训机构数量最多,共有 2000 多个,任务很重,承担着当地(中)小学校长任职资格培训,提高培训等任务,然而,他们在整个培训机构体系中也是最为薄弱的,主要表现在培训质量不高。
本研究依据对 D 县参与中小学校长培训的教育局领导、培训教师、参训校长的问卷和访谈调查,试图找出并分析 D 县中小学校长培训质量保障体系的主要问题,并基于全面质量管理理论和系统理论,提出对县级校长培训质量保障体系的可操作的对策建议。

总结:本研究共分以下五个部分:
第一部分为引言,主要包括问题提出、研究意义、研究现状、研究方法。
第二部分主要为中小学校长培训质量保障体系相关概念界定和理论基础。
第三部分对 D 县调查资料入手,找出 D 县质量保障体系的主要问题并进行分析。
第四部分主要介绍国外校长培训质量保障方面的成功经验,并从中得到些启迪。
第五部分依据服务原则、实用原则、易操作原则和科学原则,为完善县级中
小学校长培训质量保障体系,分别从质量保障体系的内外两个方面提出十条建议和对策。
Abstract:In the past 20 years, although our country’s head teacher training has made great achievements, there are many problems in its quality assurance system, especially at the county level. In our country, there are more than 2000 county level training institutions in the “Four-Level” training organization system, whose task is arduous which contains head teacher qualifications training and advanced training of the local head teachers, however, they are also the weakest part of the whole training institutions system for their low training quality.
According to the questionare and the interviews with some leaders of local
educational authority, training teachers, and the head teachers in D county, taking the total quality management theory and system management theory as the theory base, this study tries to find out and analyze the problems of quality assurance system of D county’s head teacher training, then it puts forward some operable countermeasures for quality assurance system of head teacher training at the county level.
