摘要:美国高校在现代大学制度建设过程中始终走在世界其他国家高校的最前沿，高校教师参加学校管理的相关制度设计为美国成为高等教育强国奠定了坚实的制度基础。我国高校目前正面临着建立现代大学制度的艰巨任务，必须注意激发广大教师的工作热情，而建立和完善相关制度保证教师能够切实有效地参加学校管理无疑是最为重要的途径。

关键词:美国高校教师;学校管理;制度保障

总结:1.美国大学章程既是教师共同制定的成果，也是保障教师参加学校管理的重要法律基础.

2.美国高校教师参加学校管理的内部体制较为完善.具体体现在:

(1)美国高校教师通过诸多学校层面的委员会行使管理学校的权利.

(2)美国高校教师通过诸多学院层面的委员会行使管理学院的权利.

3.高校教师参加学校决策的基本途径有学校董事会制度,大学管理(治理)委员会制度,教师评议会制度,学术规划与预算委员会以及机会均等与平权行动委员会,监察委员会等.

4.通过对美国高校教师参加学校管理的分析,给予我们的启示有:

(1)高校教师参加学校管理必须有法可依;

(2)规范且完善的学校章程是高校教师参加学校管理的直接制度基础;

(3)丰富的“议会式”委员会制度成为教师参加学校管理的坚实基础;

(4)明确了教师在各委员会的合法席位数，提高了教师参加学校管理的效力.

An Analyze of Regulations for Faculty in the Higher Education Institutions of the U.S.A to Participate Administration for Universities and Colleges

Abstract:The higher education institutions in the USA have been leading the development of them in the other countries all over the world in the construction of modern university regulations. The regulations designment for the faculty to take part in the administration has laid a solid system foundation so that the USA has become a leading nation in higher education in the world. The HEIs in China are undertaking the onerous task how to construct the regulations of modern HEIs. Enthusiasm to work of faculty must be aroused. Therefore, we have to establish and complete correlate regulations to ensure them to administrate their institutions successfully.
