摘要：全纳教育是20世纪90年代在国际社会上兴起的一种新的教育思潮。全纳教育作为主社会的教育理念，它的产生及其在各国的实践，对于保障与实现所有儿童的平等的受教育权利具有非常重要的意义。从教育平等的视角来看，全纳教育的内涵具有如下特征：入学机会平等与起点平等的教育，残健共同学习的教育，无性别差异的教育，不歧视差生的教育。针对当前全纳教育中仍存在的一些问题，如流动儿童和留守儿童的教育问题仍没有得到很好解决，教师不能公平对待学习成绩略差的学生，个别教师和家长仍然有性别歧视现象，提出了相应的解决措施。

总结：1、全纳教育作为20世纪90年代在国际社会上兴起的一种新的教育思潮，其前身是全民教育，即人人都有受教育的权利。其本质就是要容纳每一个儿童。

2、真正平等的教育应该遵循公平的原则，即相同的对待不造成忽视与排斥、不同的对待不造成隔离与歧视。

3、当前全纳教育中仍存在如下问题：

（1）流动儿童和留守儿童的教育问题仍须解决；

（2）教师不能公平对待学习成绩不同的学生。而产生第二个问题的根源是教育主管部门和社会对学校评价方式简单；学校办学思想和教育方向的偏离；学校对老师的评价方式不合理以及部分教师和家长仍然有性别歧视现象。

4、解决全纳教育中问题的对策为：

（1）以全纳教育为指导关爱流动儿童和留守儿童；

（2）“不让一个孩子掉队”——全纳所有学习成绩有差异的孩子；

（3）大力推行“性别敏感教育”——赋予教育以社会性别。

5、为实现以全纳教育为指导关爱流动儿童和留守儿童，要做到转变教育观念、改革和完善教育制度、提倡“加强学生的参与、减少学生被排斥”的教育理念。同时，为了使“性别敏感教育”得到推行，要从教育政策、教学、教材、课程以及教师教育这五个方面着手。

Education Equality: An Interpretation of Inclusive education

Abstract: The Inclusive Education is a new international educational trend started in 1990s. The inclusive education, as a concept of education in the democratic society, is of great significance in the protection of children and the realization of equal education. In a perspective of equal education, the inclusive education has the following characteristics: access to equal education, an education of the handicapped and the healthy, an education of free racial discrimination and no discrimination against problem students. However, there are still some problems in the inclusive education, such as the unresolved problems concerning the mobile children and the left-behind children education, the teachers unfair treatment to the problem students, the sex discrimination from some of the teachers and parents. This paper has also put forward some corresponding measures to solve these existing problems.
