 中小学校长培训评估的问题及对策

摘要:培训质量是中小学校长培训的核心问题,评估是定性及定量培训质量的手段。我国中小学校长培训评估存在统一评估标准缺失、忽视过程性评价、以定性评估为主导、缺乏定量依据及可操作的实施方案等问题。针对上述问题运用“柯氏模型”理论建立新的评估标准,突破经验型评估瓶颈,在结合中小学校长培训特点的基础上,建立适合区域特色的定性与定量评估相结合的指标体系,构建完善的评估标准实施方案,探索具有区域特色的校长培训评估方法及实施策略,使其成为中小学校长培训质量评判的科学依据,实现对培训机构的指导与监督。

On the Problems and Countermeasures in the Training and Evaluation of Primary and Secondary School Principals

Abstract: Training quality is the core problem of the training of primary and secondary school principals and evaluation is the way to define qualitative and quantitative training quality.  There are many problems in training and evaluation of the primary and secondary school principals such as deficiency of a standardized and unified evaluation standardthe neglect of processing evaluationwith qualitative evaluation as main leading factor and the lack of quantitative basis and operative measures.  Aiming at the above problemsthis thesis uses Kirkpatrick’s model theory to construct new evaluation standard and break the bottleneck of experience evaluation. The index system of qualitative and quantitative evaluation of regional characteristics should be constructed based on the training characteristics of the primary and secondary school principals. Constructing perfect implementing plan of evaluation standard and exploring the evaluation and training methods and strategies of training of the principals with regional characteristics will become the scientific basis to judge the quality of primary and secondary school principals so as to realize the direction and supervision over training institutions.
