  摘要：学校发展规划既是一种学校管理方式的更新，又是通过学校共同体成员来制定和实施学校发展综合性方案的过程，是为学校发展提供支持能力，并不断探索学校发展策略，持续改进教育教学质量而进行的管理行动。作为一种有效的管理方式，学校发展规划不仅关注静态的文本，重视动态的操作过程及相关技术的应用，而且强调对学校管理的整体思考，管理方式的改善，关注自下而上、内在发展，通过对学校优势、发展机遇等的剖析，群策群力地谋划学校的共同愿景和发展策略。涉及的技术有:社区环境的PEST认识、学校现状的SWOT分析、发展线、社区资源分类、问题排序、学校发展展望等。

关键词：学校发展规划;发展规划;学校管理

总结：1、本文对学校发展规划的定义为学校发展规划不仅仅是学校发展方案，更是一种管理方式的改变，是筹划或设计学校整体发展的活动或过程。

2、学校发展规划包括如下几个方面的特征：

（1）学校发展规划是一种学校管理理念的更新；

（2）学校发展规划是一种系统的学校管理方式；

（3）学校发展规划是持续行动的过程；

（4）学校发展规划注重主体性，关注学校的内在发展；

（5）学校发展规划强调广泛参与、自下而上、责任分享。

3、制定学校发展规划的模式程序：

（1）广泛征求学校所在社区、学校人员的意见，特别是听取弱势群体的声音，广泛了解教师员工等的建议；

（2）确定参与制定学校发展规划的人员；

（3）通过共同参加的有关沟通活动，动员相关人员在制定发展规划过程中充分发挥主体性；

（4）将调查、访谈等多种方式收集来的对学校存在问题、发展的意见和建议，在系统地分析和整理后，分门别类地呈现给参与规划制定的每一个成员；

（5）明确制定规划会议的目标和活动程序，即确定会议安排、活动内容、基本要求等；

（6）在上述步骤的基础上，描绘学校发展展望，建立共同愿景，确定任务、行动计划、评价方案等；

（7）撰写、讨论并报批学校发展规划；

（8）成立学校发展委员会监督执行，同时针对总目标及有关子目标，不断总结、评价和完善。

4、一般来说，学校发展规划包括三个部分四个方面的内容。三个部分是指学校总体发展规划、课程和教师队伍建设规划以及校园发展规划。四个方面包括学校现状分析、展目标展望、发展要素确定和设置保障系统。

Development, Problems and Improvement Strategies of Kindergartens Social Education in China

Abstract: As one of the important contents for the overall development education of the infants, social education has made great progress in recent years. Social education has become an independent curriculum realm of kindergartens,which specifies the objective and content of kindergartens’social education,  recognizes that social education should promote the harmonious development of infants’social cognition,  social emotion and social behavior, etc.，and cares for therequirement of the infants’ own development.However,  in the practical educational activities,  there are still some problems with kindergartens’ social education, such as simplifying and externalizing social education, neglecting the cultivation of the infants’social attitude,  inadequate embodiment of the integrity and randomness of social education. It possesses higher starting point and requirement of some objectives and contents of children social education, while less attention paid to some aspects of the individual personality of the infants etc. In order to improve kindergartens’social education, we need to intensify infants’ social educational concepts, expand infants’ social educational curriculum field and improve infants’social educational methods.
