摘  要：本文分析和讨论了中外中小学校长选拔机制的各自特点，比较的基础上,指出我国中小学校长选拔中所存在的若干缺陷，并进一步提出几点建议来完善我国中小学校长选拔机制：（1）实施“聘任制，竞争上岗”；（2）实施中小学校长任职资格证书制度；（3）建立一个严格的、标准化的校长选拔程序。

总结：1、虽然在我国国情的基础上形成了一套中小学校长的选拔机制，但还是有许多不够完善的地方。有必要对中外中小学校长的选拔机制进行比较，以求借鉴，使我国中小学校长的选拔机制更为完善合理。

2、世界各国都根据自身具体情况，制定了一套相对完备的中小学校长选拔机制，主要体现在：（1）普遍实施开放性的中小学校长任职资格证书认证制度，获得任职资格证书是应聘校长职位的首要条件；（2）普遍规定较高的校长任职资格申请条件；（3）普遍重视应聘者的教育管理能力；（4）普遍采用公开招聘的方式，有一套完整的招聘流程；（5）普遍重视选拔过程的公开、公平、公正；（6）普遍采用多种方法对应聘者各方面能力进行评定，评定过程是动静结合。

3、我国由于各地区的实际情况不同，所以在校长的选拔标准和程序上多有不同，但总的来看，还是有一些共同特点：（1）选拔标准和方式的多样化；（2）选拔中重视候选者的思想道德和人品，强调德才兼备；（3）选拔中重视应聘者的工作经验和资历。

4、总的来说，我国中小学校长的选拔机制是基本上与我国各地教育发展的实际相适应的，但仍存在以下缺陷：（1）校长资格认定不严格；（2）校长选拔的标准不完善、不具体；（3）校长选拔的监督机制不完备；（4）各方面参与程度不够；（5）招聘范围过于狭隘；（6）选拔过程过于静态化；（7）选拔过于重视经验和资历。

5、针对我国中小学校长选拔制度存在的缺陷，提出如下建议：（1）实施“聘任制，竞争上岗”；（2）实施中小学校长任职资格证书制度；（3）建立一个严格的标准化的校长选拔程序。

Abstract: This paper analyses and discusses the characters about the mechanism of principals' selection between China and Foreign in primary and junior high school. On the foundation of comparison, the author points out some disadvantages about the Mechanism of principals' selection in primary and junior high school in China and puts forward some suggestions to perfect the mechanism of principals' selection in our primary and junior high school to carry out the mechanism of engagement and competition of principals' selection.
