摘  要：校长胜任特征模型是指担任校长角色、完成校长岗位职责所需要具备的

胜任特征的总和。基于胜任特征的校长遴选体系包括遴选标准、遴选标准的提炼、遴选流程、遴选技术等要素，基于胜任特征的校长培训体系包括培训需求分析、培训课程规划、培训行为设计和培训效果评估等要素。从解决我国中小学校长遴选、培训制度中存在的问题来说，这一模型具有重要的人力资源管理价值。

总结：1、胜任特征是能将某一工作中表现优异者与表现平平者区分开来的个人潜在的、深层次特征，它可以是动机、特质、自我形象、态度或价值观、某领域的知识、认知或行为技能——任何可以被可靠地测量或计数的，并且能显著区分优秀绩效和普通绩效的个体特征。

2、胜任特征模型也叫胜任力模型(Competency Model)，是指担任某一特定的岗位任务及其角色需要具备的胜任特征的总和，其典型模型是冰山模型。冰山模型概括出五种类型的胜任力：动机、特质、自我概念特征、知识和技能。对于我国中小学校长遴选和培训制度来说，这一模型具有重要的人力资源管理价值。具体表现在：教育行政组织、校长的职业发展以及教育培训部门这三个方面。

3、基于胜任特征的校长遴选体系包含以下方面：（1）遴选标准——校长胜任特征通用模型；（2）遴选标准的提炼——从素材到胜任特征模型；（3）遴选流程——从模型到应用；（4）遴选技术——操作工具。

4、一个完整合理的培训体系应该包括责任、利益、需求等的考虑和设计。在这方面，基于胜任特征的校长培训体系有着其自身特点。同时，基于胜任特征的校长培训体系包括需求分析、课程规划、培训行为设计和培训效果评估等要素。

Competency-based Principals' Selection and Training System

Abstract: The principals' competency model means the sum of competency characteristics that must be provided with to take the post of principal and fulfill the responsibility as a principal. The principals' selection system based on competency characteristics includes the essential factors such as selection norm, the refining of the selection norms, selection circuit, and selection technology etc. The principals' training system based on competency characteristics includes the essential factors such as demand analysis, curriculum planning, training behavior designing and training effectiveness evaluation etc. From the view of solving the problems in the principals' selection and training system in our primary and secondary middle schools, this model is of important human resources management value.
