摘要：特许学校改革是美国择校运动发展到近期出现的教育改革运动，是美国公立教育改革的重要组成部分。然而从美国第一所特许学校诞生的那天起，特许学校就受到来自各方面的争议，其中最大的担忧就是改革可能造成教育的分化与不公。本文从社会学视角出发，指出经过近20年发展，特许学校一方面促成了基于不同教育理念的社会分化，另一方面也更好地满足了不同社会群体的教育需求。特许学校改革的复杂性和未来的不确定性对我国教育改革有一定的启发意义。

总 结：1.哈德森研究所在1995年7月到1997年7月的两年时间中进行了一项名为“行动中的特许学校”的研究项目。他们发现特许学校创办者大致可以分为三类：

（1）教育工作者：这些教育者持有一种特殊的教育理念，并且他们认为这种教育理念不能在传统的公立教育体制中实现；

（2）父母：父母为了给孩子寻求一种更好的或者不同于传统学校的教育方式；

（3）组织机构：这些机构包括营利的和非营利的，它们出于各种各样的原因来参与创办新型学校。

2. 美国的特许学校改革对我国的教育改革有一定启发：

（1）在进行任何以市场为导向的教育改革时必须慎重，有必要综合考虑由于不同的社会群体所占有的社会、经济和文化资源的巨大差异，这种改革有可能带来的教育资源的分配不公，从而造成教育中的“贫富分化”现象；

（2）任何教育改革一旦开始，必然会受到社会各方面的影响而可能并非按照其最初设计者设想的方式发展。因此，我们在探讨一项教育改革的发展历程时，必须深入分析围绕这项改革各种社会力量和社会群体是如何展开斗争，使之尽量按照自己的意图展开。

Reform of Charter School in US，Study of Education Equity

Abstract：Reform of charter school，an important part of American public education reform，is resulted from current progress of school choice movement in the US. There have always been a lot of controversies ever since the founding of the first charter school in the US，and the biggest one is that the reform may result in stratification and inequity in education．Viewed from a sociological perspective， this study argues that over nearly 20 years of development．on the one hand charter school has promoted social stratification based on different ideas of education，and on the other hand it has

helped to meet the educational demand of different kinds of people．The complexity

and uncertainty of the reform offers enlightenment on education reform in China．
