美国南部白人社会对战后初期民权问题挑战的回应及其影响

 摘 要：二战结束后，美国南部社会在民权问题上面临空前的挑战。面对这种情况，南部白人利用一切社会力量和政治力量来阻止种族关系的变革。由于历史条件的变化，南部白人无论是采取种族暴力，还是政党分离运动都没有达到预期的效果，反而迫使联邦政府改变了自重建结束以来不干预南部种族事务的传统，转而支持黑人民权的发展。面对最高法院在民权问题上有利于黑人诉求的判决，南部白人社会被迫推动“学校教育平等化”运动。这反过来刺激了黑人以及民权组织进行推翻“隔离但平等”原则判决的斗争。南部白人社会对战后民权问题挑战的回应不仅影响到了民权运动的起源，而且也影响到了民权运动的发展。

总结：1.二战结束后，美国南部白人社会在民权问题上面临不可避免的挑战：

（1）南部的现代化在二战中取得了很大的进展，为战后种族关系的调整提供了可能；

（2）二战反法西斯主义的性质使白人种族优越论得到了比较彻底的批判，南部自由派人士在战后南部社会更为活跃；

（3）战后黑人展开了更为积极的争取民权的活动，不愿意退回到战前的社会地位；

（4）受战后国内外环境的影响，联邦政府比以往更加积极地对待黑人民权问题。

2. 1954年，最高法院的法官一致判决，宣布“隔离但平等”的理论不能在公立教育中实施，因为“隔离的教育设施根本不平等”。最高法院在布朗案上的判决破坏了美国社会种族隔离制度的宪政基础。美国黑人也即将发起一场声势浩大的民权运动，以争取他们在美国社会，包括在南部社会的平等权利。

The Response of South White Society to the Challenge of the Negro Problem and Its Impacts on Origins of Civil Rights Movement

Abstract: It was in the first decade after the Second World War around Truman administration that African-Americans civil rights attracted national concern. This confronted South white society with huge challenge. After South white resisted every change of racial relationship by every means， violence and lynches broke out. But it didn.t achieve their goals. President Truman stood on civil rights even at the risk of his political fortunes, which changed the tradition of federal government that didn’t intervene in civil rights affairs of South states for over half a century. Meanwhile, the Supreme Court had made influential decisions in a series of civil rights lawsuits, favoring the African-Americans. The response of South white society to the challenge of the Negro problem had an influence on origins of civil rights movement. Not long after Truman left off his post, civil rights movement erupted in the United States.
