走向实质的教育公平——世纪美国基础教育公平理念探析

摘 要：世纪是美国基础教育公平理念发展的一个重要时期" 众多学者从不同的视野和角度对基础教育公平理念进行了探究!不仅取得了大量的研究成果!而且产生了几次对教育公平理解的关键性转变。这些教育公平理论中!既有宏观层面的研究!也有微观层面的研究，从整体上表现出走向实质的教育公平的趋势。上述20世纪的有关研究既充实了教育公平理念的内涵，又体现了教育公平理念研究的深化。

总结：1. 基于机会和结果平等的教育公平理念：19世纪末20世纪初，美国基础教育公平理念，更多关注的还是教育机会均等。到20世纪初期，大部分地区已基本普及了义务教育，保障了受教育权利的平等"并初步实现了入学机会均等。20世纪60年代初期，美国又掀起了一场大规模的补偿教育运动，对黑人或少数民族子女在教育中所处的不利地位进行补偿，以实现教育机会均等。

2. 基于社会批判的教育公平理念：在社会批判理论学者看来，教育上的公平不能只通过改变教育制度来达到，通过政府政策的改变来实现教育公平的努力实际上只是触及到了教育不公平的表面。

3. 基于自由选择的教育公平理念：这种理念反对以排除社会差异而取得平等的开端。承认并尊重个体差异，但又认为天赋的差异就必然导致不平等的教育结果的公平观并非是正义的。因此，它主张根据每个人的需要，对社会财富和价值进行重新分配，以补偿个人因为偶然的，自己不能控制的因素而造成的损失。它以多样化和多元化为前提而提出选择的平等。从公平的策略角度，对教育公平提出了更高的要求，在理念上向实质的教育公平迈进了一大步。

3. 基于学校和教室层面的教育公平理念：对学校和教室层面的教育公平的研究，进一步解释了学生个人学习机会的不平等是如何引起学业成就方面的重大差异以及教育结果不平等产生的过程。

Tending to the Virtual Equity in Education——An Analysis on the Equity Idea of Basic Education in America in the 20th Century

Abstract: The 20th century is an important period of the development of the equity idea of basic education in America. Many scholars study the equity idea of basic education from different perspectives. They have made lots of researching achievements，at the same time，the understanding of educational equity has emerged several critical transforms during the period. Those studies are at both macro level and micro level，and it appears the developing trend to virtual equity . The studies during the 20th century enrich the meaning of educational equity, and also deepen the study of the idea of educational equity greatly.
