国外中小学校长培训管理机构的发展趋势研究

——以美、德、英三国为例

摘  要：美国英国德国等发达国家的校长培训机构相对成熟，其功能与运作模式，对我们有借鉴价值。通过了解美国、英国、德国的中小学校长培训管理机构现状，总结出其培训体系日益网络化与层次化、培训项目与学历挂钩、注重培训内容的应用性、培训日渐全球化等经验和总趋势。

关键词：中小学校长培训；管理机构；发展趋势

总结：1、美国是地方分权制的国家，各州分治，中小学校长培训主要由各州政府负责，联邦政府不直接管理教育，对培训机构无统一管理和要求，各州设立专门的校长培训机构，校长培训提倡问题教学和案例教学，激励校长提出问题思考问题研究问题，注重培养校长的求异思维能力和创造性，但尚未形成完整的培训体系。

2、德国的校长培训机构网络化建设比较好，校长培训分四级：州立进修学院区进修学校地方教育局学校。同时，德国的中小学校长在进修学院的培训一般分作三步进行：第一步，在学院听课学习；第二步，返回本地区，与参加学习的校长组成小组进行交流研讨；第三步，回到自己学校，解决工作中的问题，完成学院课题。培训机构的教师实行轮岗制。

3、英国政府为提高中小学校长的管理能力，制定了中小学教师校长国家职业标准和培训计划。此类培训计划是由中央政府颁布，对全国中小学校长培训具有指导性的计划，是对培训的基本要求，各地均可根据需要制定出具体的培训方案，包括培训的内容时间方式等。

4、国外校长培训管理机构建设的经验和总趋势具体包括以下几个方面：（1）注重培训体系，形成网络化、层次化；（2）拓展培训结构，增加学历培训项目；（3）注重培训内容的应用性；（4）加强国际交流，培训走向全球化。

The Research on Development Trend of Foreign School Principal Training Management Agency

Abstract: The principal training agencies in some developed countries such as America, Britain, Germany are relatively mature, whose function and operation mode have reference value to us. By introducing the present situation of foreign school principal training management agencies in America,Britain,and Germany,this paper

summed up the experience and general trend that the training system is increasingly networked and hierarchical, the training programs are linked up with education background, the applicability of training content is focused on, and the training is increasingly globalized.
