美国《国防教育法》与其高等教育的跨越式发展*

摘要：1958 年美国国会颁布了《国防教育法》，授权联邦政府为各州教育事业的发展提供巨额经济援助。《国防教育法》的颁布实施，为美国高等教育的发展赢得了源源不断的经济支持，推动了美国高等教育的跨越式发

展。我国应借鉴美国《国防教育法》促进其高等教育发展的历史经验，保障我国高等教育可持续地均衡发展,促进高等教育公平，完善高等教育法律法规体系并建立及时修订机制，以加快我国高等教育的改革与发展。

总结：美国《国防教育法》对发展我国高等教育的启示：

1、  重视我国高等教育的均衡发展，促进高等教育公平

2、  用完备的高等教育法规体系为我国高等教育平等与公平保驾护航

3、  建立高等教育法律法规的及时修订机制

总之，我国要加快教育改革与发展的进程，大力吸收国外教育立法的经验，建立我国高等教育法律法规的及时修订机制，把坚持教育优先发展、全力促进教育公平等理念融入到我国高等教育法律法规的修订中去，以确保教育法律法规能够为我国高等教育改革与发展提供强有力的保证。

U.S. National Defense Education Act and the Leapfrog Development of Higher Education of U.S.

Abstract: In 1958 the U.S. Congress enacted the National Defense Education Act and authorized the federal government to provide substantial financial assistance for the development of education in every state. The promulgation and implementation of the National Defense Education Act won a steady stream of financial support for the development of higher education in the U.S. and promoted the leapfrog development of the U.S. higher education. China should learn from the historical experience of the U.S. National Defense Education Act to promote the development of the higher education, ensure the balanced sustainable development of China’s higher education, promote the fair higher education, improve the legal system of higher education and establish the mechanisms for the timely amendment so as to accelerate the reform and development of China’s higher education.
