专业视野中的PISA

摘要：近来，国际学生评估项目(PISA)备受国内外关注。PISA项目缘于发达国家对基础教育质量的反思，是一项以改善教育政策为导向的跨国测试研究。本文解读了PISA测试独创的“素养”及其内涵结构，探究了PISA研究试图解释的学生素养形成与学生个人参与及学习策略间的关系，分析了PISA研究试图发现的学生素养与家庭影响、学校均衡、教育公平的关系。本文认为，公平而卓越正在成为发达国家和国际组织衡量基础教育质量的新尺度；多维度、多学科、重数据与国际参照已经成为教育研究与教育评价的重要发展方向；教育政策的制定应该建立在研究、数据和证据的基础上。

总结：作为上海PIS A项目研究团队的核心成员，我们深感有责任从教育专业的视角，把这几年来我们参与PISA项目的经验感受、对PISA的研究发现以及对PISA本身的理性思考与国内教育界同行探讨分享。
在发达国家对基础教育质量的反思中，人类又面临了“知识社会”、“信息社会”和“经济全球化”带来的新挑战。面对这样的质疑与冲击，发达国家的教育专家和政府不约而同地提出，必须重新设定教育标准、改革学校课程教学并建认国际学习质量监测系统，以促进各国教育改革、提升基础教育质量。
过去三年多的工作中，我们深感PIS A在开展大范围的国际合作研究过程中，为世界教育研究、教育评价和教育政策的发展提供了一个范例，也给我们带来了重要启示。 (一)公平而卓越正在成为发达国家和国际组织衡量基拙教育质量的新尺度。(二)多维度、多学科、重数据与国际参照已经成为教育研究与教育评价的重要发展方向。(三)教育政策的制定应该建立在研究、信息和数据的基拙上。
A Professional Perspective to PISA

Abstract：Recently，the Program for International Student Assessment（PISA）has attracted great attention at largehome and abroad. PISA，due to the developed countries' reflection on the quality of basic education，is a transnational testsurvey aiming to improve educational policy. The article is to analyze the innovative "literacy" and its structure in PISA，tounfold the PISA devices in revealing the relationship between students' literacy and their personal learning engagement and strategies，to discover the measurements and find the relationships between students' achievements and social impacts，such as family status，school development and educational policy in the test countries. In our opinion，equity and excellence are becoming the new measurements to evaluate the quality of basic education in the developed countries and international organizations；multi-dimension，multi-discipline，attaching importance to data and international reference have become the important developing orientations of educational research and evaluation. Educational policy-making in future should be based on relevant data，evidence and research.
