摘 要：在高等教育领域推行治理,已成为许多国家高等教育改革追求的目标。高等教育的治理,首先意味着政府的角色或功能将发生重大变化,政府不再是高等教育产品的惟一提供者,政府对高校的管理由/政府控制模式0向/政府监督模式0转变,在资源配置方面,将更多地引入市场机制,政府、学校和社会之间存在着权力的依赖和互动,它们之间的关系将发生重组。高等教育治理的基本特征是非国营化、去中心、自治和市场化。

总结：1. 高等学校是一个特殊的社会组织，在治理模式下，意味着政府必须转变职能，实行分权：

（1）重新定位政府的角色；

（2）引进市场机制，促使学校提供者的多元化；

（3）政府放权，赋予学校更多的自主权；

（4）打破官僚制，促进高等教育管理的民主化。

2. 高等教育治理的基本特征可以概括为：非国营化(denationalization)、去中心、自治和市场化：

（1）“非国营化”意味着政府不再垄断生产提供高等教育这种准公共产品，允许非政府部门和市场参与提供；

（2）“自治”则意味着政府应逐渐退出微观办学过程，促使学校真正成为一个独立的法人实体，在教学、科研以及课程设置等方面具有相对的自由和更多的弹性；

（3）“市场化”表明在资源配置方面应更多地引入市场机制，大量吸收民间资本，减少高校对公共财政的依赖，并促使高校之间的竞争。

Regulation in higher education: reconstruction of the relations among government, higher education institutions and the society

Abstract: Regulation in higher education comes to the aim of many countries in higher education reform. It above all means that the role or function of the government will have great changes. The government will forsake it monopoly in higher education. Its management model will shift accordingly from/state control model0to/state supervision model0. The market will play a greater role in arrangement of resources. Relations among government, higher education institutions and society will be reconstructed as they depend on and interact with each other. The basic features of regulation in higher education are: de-nationalization, decentralization, autonomization, marketization.
