高等教育治理的社会参与

摘要：随着高等教育在经济社会发展中地位的提升，社会参与高等教育治理的广度和深度也随之发生着正向变化，呈现出规律性的特征。扩大高等教育治理的社会参与，对于经济社会发展和国际竞争力提升具有重要基础性作用，对于国家行政管理体制改革和扩大基层民主具有重要基础性作用。促进高等教育治理的社会参与程度，实现高等教育良治，需要政府、社会和高等教育机构共同做出努力。

总结：1. 影响社会参与高等教育治理的主要因素包括：政府是否有决心放弃对高等教育具体事务的直接管理和干预，社会组织和中间机构是否已经具备参与管理高等教育具体事务的能力，以及高等教育机构在重大决策、运行监督等方面的开放程度。

2. 社会参与高等教育治理的发展趋势：

（1）各级政府转变管理职能；

（2）中间机构主动提供服务；

（3）高等教育机构扩大社会参与。

3. 高等教育治理的社会参与是世界高等教育发展的共同趋势，是实现高等教育良治的基本保证，是中国民主政治发展的重要体现。

A Probe into the Participation of Social Actors in Higher Education Governance

Abstract: As higher education plays an increasingly important role in economic and social development, the participation of social actors in higher education governance is developed in a positive way both in terms of extent  and  depth.  Expanding  social  participation  in higher education governance  is  conducive to China's economic and social development, the enhancement of its international competitive edge, the national reform of administration  system  and  the  promotion  of  grassroots  democracy.  Joint  efforts  should  be  made  by  the government,  society  and  higher educational  institutions  in  order to promote  social  participation  in  higher education governance and realize the objective of good governance in this field.
