高等教育治理理论及其原则

摘要：高等教育治理理论作为深化高等教育改革的理论创新,在高等教育领域有其存在的实践依据与所遵循的原则。它与高等教育管理的根本区别就是,高等教育治理模糊了高等教育管理中的主客体边界,高等教育治理是通过合作、协商、伙伴关系、确认认同和共同的目标等方式实施对大学的管理,并在治理过程中引入问责机制。

关键词：高等教育；教育治理；教育管理；治理理论

总结：1. 高等教育治理的现实依据：

（1）高等教育运行机制改革的需要；

（2）市民社会和第三部门的兴起；

（3）与大学自身的特点相符。

2. 在高等教育治理过程中,以下四个要素是高等教育改革必须坚持的原则：

（1）广泛的参与：多元主体参与高等教育的治理；

（2）问责机制：健全高等学校管理的问责机制；

（3）高等教育的资源配置既要高效又要兼顾公平：高等教育的资源配置既要高效又要兼顾公平；

（4）政府扮演着“元治理”的角色：在高等教育治理失败的地方,政府需扮演“元治理”的角色。

3. 虽然高等教育治理理论还不成熟,还处在学术讨论阶段，也未必是解决教育问题的唯一解决方案，但的确是一个综合方案，而且它所包含的“和谐”的思想将对建设我国社会主义和谐社会有所裨益。

The Theory and the Principles of Higher Education Governance

Abstract: As theoretical innovation facilitating the reform of higher education，the theory of higher education governance has its practical foundation and principles to follow. What essentially makes it different from higher education management is that the governance obscures the distinction between the object and the subject. According to this theory，higher education should be managed by means of cooperation，negotiation，establishment of partnership，identification and goal sharing and a system of accountability should also be introduced in the management.
