论高等教育治理视野下的政府角色转变

摘 要：政府角色的错位,给政府自身和高校发展都带来不利影响,转变政府角色已成为许多国家高教管理改革的重要内容。治理理论的提出为我们正确定位政府角色、纠正政府角色错位提供了有力的理论依据。治理视野下的政府角色转变趋势有以下几方面:由管制型向服务型、从政策治校到依法治校、从政府的单边治理到政府、社会和公民共同参与的多边治理、从“善政”到“善治”。

总结：1.我国高等教育管理中的政府角色错位主要表现在以下几个方面:

（1）权限范围内与权限范围外的角色错位；

（2）多重角色与分化角色的错位；

（3）政府的主要角色和次要角色的错位。

2. 政府对高校的管理在角色和功能上将发生重大转变。具体而言,有以下几方面的转变趋势：

（1）政府角色应由管制型向服务型转变；

（2）政府对高校管理要实现从政策治校到依法治校的角色转变；

（3）要实现从强势政府的单边治理到政府、社会和公民共同参与的多边治理转变；

（4）应实现从“善政”到“善治”转变。

3. 总之，治理视野下的政府角色转变的核心就是政府不再垄断高等教育的管理权力，应与社会、高校、公民组织合理分权,政府只保留对例外事项的决策权和控制权。

On the Change of Government Role in the View of Governance of Higher Education

Abstract:  The dislocation of Government Role brings about detrimental result for both Government itself and the development of University. Changing the Government Role has become an important intent for many countries to reform the management of higher education.  The theory of Governance offers an important foundation for us to correctly orientate the Government Role and to rectify its dislocation.  There are several trends to change the Government Role: from control to service, from policy—based management to law—based management, from unilateral Governance to multilateral governance, from Good Government to Good Governance.
