摘 要：具有典型分权和共同治理为特征的美国公立高等教育的治理模式有四种类型,一是以集权为主要特征的规制型治理模式,二是以分权为主要特征的市场型治理模式,三是以协调为主要特征的复合型治理模式,四是无缝隙治理模式。为适应不断提高效率、增强竞争能力、应对市场需求和政府问责的需求,其发展趋势具有明显的市场化、多样化以及集权化的特征。

总结：1. 美国公立高等教育四主要有四种治理模式：

（1）集权：规制型治理模式；

（2）分权：市场型治理模式；

（3）协调：复合型治理模式；

（4）系统：无缝隙治理模式。

2. 美国公立高等教育治理的启示：

（1）公立大学没有统一的治理模式；

（2）宏观层面：建立政府、市场和大学的权力制衡机制；

（3）微观层面：建立技术子系统与管理子系统的平行运行机制。

Patterns and Characteristics of Governance in American Public Higher Education

The main characteristics of the public higher education in the United States are decentralization and co—governance. There are four main typical patterns of governance. They are regulatory governance model, market governance model, comprehensive governance model and seamless governance model. They are going to be featured by market-and centralization in order to meet the demand of market and accountability of the government.
