全球教育治理—鸟瞰国际组织在世界教育发展中的作用

摘要：全球教育治理已见端倪。国际组织对世界教育产生了重大影响，主要体现在重视人力资本、倡导教育平等、发动全民教育、开展国际评佑、统一大学学制、构建学习化社会等几个方面。各个国家应当关注国际组织在教育发展上的政策优先点.作为制定本国教育政策的参服。并努力建设独具特色的教育系统和政策体系，由此莫定国际教育治理的“和而不同”。

总结：1. 全球教育治理的态势已经形成，并且可以预见，这一态势将会随着超国家机构的进一步参与而继续拓展。本文无力整体描述国际组织或国际机制在国际教育发展与改革中的巨大作用，仅从重视人力资本、倡导教育平等、发动全民教育、开展国际评估、统一大学学制、构建学习化社会等几个方面分析全球教育治理的典型趋势。

2. 当然，真正意义上全球教育治理目前并不存在，因为今日世界毕竟由民族国家组成，教育系统也作为国家主权的一部分而存在。

3. 在创建教育发展新模式的过程中，政策创新处于知识创新的中心位置，是社会创新能力的决定要素。各个国家应当关注国际组织在教育发展上的政策优先点，作为制定本国教育政策的参照，并努力建设独具特色的教育系统和政策体系，由此奠定国际教育治理的“和而不同”。

Global Governance and Global Education: General View of International Organizations' Roles in the World Education Development

Global governance is on the horizon. International organizations have exerted an important influence on the education world，which mainly reflects the emphasis of human capital，promotion of educational equality，starting EFA，developing international assessments，unifying university system，constructing Learning Society.  Every nation should pay attention to the policy priorities of international organizations in educational development，use them as references for its own policies，and strive to build a unique educational system and policy system，which builds the“unity with differences" in international governance.
