英国高等教育治理范式的转移——国家与大学关系的变革

摘 要：在英国高等教育从精英型向大众化高等教育转变过程中，其治理范式发生了深刻的变革)英国大学从自我治理向公共治理范式转移，英国大学与国家的关系发生了根本性的变化。英国大学的自治只是虚构的神话，过去和现在英国大学一直都受到国家的限制)英国大学与国家关系的变化是权力关系发生了根本性变化导致的结果)我们应将这种改变视为积极而非负面的现象，英国高等教育的实践为我们深刻理解大学与国家的关系提供了一种范式。

总结：1. 司格特认为，英国国家与大学的关系并不是简单的单向控制系统，而是一个双向的关系网络，具体表现在以下 5个层面：

（1）管理层面：现代英国高等教育系统的规模不断扩大，日益多样化，因此需要更为透明"更加专业化的治理范式；

（2）公共政策层面：政府对高等教育有着诸多的政策诉求，要求大学在经济发展"招生"科研等方面都发挥更强有力的作用；

（3）合同层面：作为大学提供服务的消费者，国家与大学存在着契约关系；

（4）政治经济层面：现代化国家与先进的高等教育间的必然联系势必导致坚

持不懈的问责诉求；

（5）文化层面：在文化生产和再生产中，大学总是起着至关重要的中心作用。

2. 英国大学与国家的关系发生了重大变化，我们把这种变化视为积极的而非负面的现象，英国高等教育的实践为深刻理解大学与国家关系提供了一种范式。只有在更宽泛的社会背景中，在快速迈进的后工业化经济背景下，才能正确理解这种范式。

Paradigm Shift in Governance of British Higher Education——Changes in the Relationship Between British Universities and the State

    Abstract: The paradigmatic shift in the governance of British higher education had taken place in the process of elite system changing into mass system. The governance of British universities is moving from the self-governed to public-governed paradigm and the relationship between the state and universities has changed fundamentally. The institutional autonomy of British universities is just an illusion and universities has always been limited by the state from past to the present.  Such change should be regarded as an positive phenomenon instead of a negative one as the British practice provide a paradigm for deeper understanding of the relationship between the state and universities.
