英国宏观高等教育治理模式的思考

摘要：英国宏观高等教育治理有着鲜明的特征。政府通过组建商业、创新和技能部统合了商业与高等教育的范畴，而高等教育基金委员会作为第三方治理机构，充当了政府与大学之间的“联结器”，而非“缓冲器”。基金委员会通过政策、资助、问责等手段传递着政府的意志，引导大学与商 业的互动发展，大学也在自主的理想状态下进行学术漂移。英国高等教育利益相关者治理范式的形式和内涵表明，大学的实质性自治正在从文化向实用的价值观转变，而当代高等教育正在以不可逆转的方式成为社会经济发展的中心。

总结：1. 从高等教育基金委员会的体制架构以及组成可以看出：

（1）委员会治理模式是英国高等教育系统内的主要模式，高层及一般行政职员通过成为委员会成员或委员会秘书处成员发挥服务和执行作用；

（2）治理职能涉及范围广泛；

（3）治理程序上有着完善的反馈机制；

2. 英国政府在日趋紧张的国际竞争力面前、世界一流学术地位受到挑战之时，积极订立大学与商业密切联系的发展目标，并在整个高等教育治理过程中都体现出明确的导向性。

3. 英国是一个在高等教育方面善于创造典型模式的国家，高等教育基金委员会作为第三方治理机构一直为研究者"管理者所称道。但近年来的发展表明：高等教育基金委员会已经不再是政府和大学之间的“缓冲器”，而成为“联结器”。政府和大学之间博弈的结果是，政府的利益诉求不断改变着大学的实质性自治，而大学在表达自身意愿的同时!也会在宏观治理的框架下寻求自我的生存空间。

Thinking of British Higher Education Governance Model

Abstract: The model of British higher education governance has the distinctive features. The Department for Business, Innovation and Skill has been established to integrate the functions of business and higher education, and The Higher Education Funding Council now acts as a "coupling", not a "buffer" between the government and the universities. The Funding Council conveys the wills of government via policy, funding and accountability means, and guides the business -university interaction. At the same time, the universities put up so—called "academic drift" under the ideal state of procedural autonomy. Also the shape and implication of British higher education stakeholders governance model indicates that substantive autonomy (the what of academe) has been transformed from culture idea to utility idea, and contemporary higher education activities are to be at the heart of the socio-economy with an inevitable trend.
