中国教育治理之愿景

摘要：中国作为教育大国正在崛起，而真正的教育大国需要制度创新来奠定。我们应当探求新的教育改革模式，要解决各级教育的突出问题。在基础教育上,应当强化学校分区、就近入学的原则,将竞争式的高考转变为水平考试。职业教育的学历文凭和职业资格证书并重制度，应当是学校教育和继续教育两个系统上的并重。高等教育应当突出校长责任，重视学者的学术自觉，构建师生共同治理大学的局面。

总结：1.要实现教育改革创新这样的目标，不仅需要新的教育改革模式，即以教育治理的新理念实施教育改革，建立新的教育改革决策机制、教育管理协商机制、教育政策保障机制和教育系统监测机制，还要着手解决困扰我国各级教育的突出问题：

（1）基础教育：禁止择校，水平考试；

（2）职业教育：学校教育，学历文凭；

（3）高等教育：校长负责，共同治理。

2. 决策的迅速不等于决策的科学，学术的繁荣依赖于学者的学术自觉。如果学术的资源和决策权更多地掌握在行政人员手中，教授们更多地是在执行行政命令，学术自主和学术自觉将无从谈起。而面对市场和就业,大学生和研究生也应当参与大学治理。在一种法律框架下,校长负责，师生共同治理大学将是我国高等教育走向国际化的重要发展平台。

Prospecting Education Governance in China

Abstract: China is arising as a great power in education; but it requires institutional innovations. Therefore, new models for educational reform should be explored so as to solve the protruding problems in education at all levels. For fundamental education, the principle of district-division schooling and nearest school admission should be strengthened; to change the competitive college entrance examination to a proficiency test. For vocational education, equal stress on academic and vocational qualification credentials should be maintained within the school education system and continuing education system. For higher education, the university president’s responsibility should be highlighted and attention should be paid to the scholars. academic consciousness, hence the teachers and students should develop shared governance for the development.
