高等教育质量保证机制：国外趋势和中国面临的战略选择

摘  要：当今世界范围内兴起了一个高等教育质量保证的热潮, 中国也走上了高等教育发展的快车道, 如果在数量大幅扩张的同时没有质量的保障和提高, 最终也达到不到数量扩张的根本目的, 并影响中国高等教育的国际化进程。为此, 中国高等教育应借鉴国际先进经验, 进行战略选择, 切实建立一个合理、公正、透明和权威的高等教育质量保证机制。具体而言, 政府应转变职能, 建立独立、自治的专门评估、认可机构, 建立分层、多元的评估体系, 并制定相应的规划、政策和工作重点, 注重校园评估文化的养成。

总  结：国外高等教育质量保证机制的一些共同特点：1、国家高等教育质量评估机构的独立、自治性质；2、经费来源；3、领导和人员结构、素质；4、质量评估、评价和学术审计过程、步骤；5、评估类型与周期；6、评估等级划分和结果使用。

A quality guarantee mechanism for higher education A foreign tendency and strategic choices to China

Abstract：An up surge of quality guarantee to higher education has arisen around the world recently. China is driving in a fast lane of higher education development. Without the quality guarantee and improvement, the ultimate goal of quantity increase could no t be achieved and the internationalization of Chinese higher education would be affected. So the Chinese higher education should make strategic choices, by way of taking use of advanced international experiences, to build up a higher education quality guarantee mechanism with reason, fairness, clarity and authority. The government should change it s function s to establish a special, independent and autonomous department of evaluation and approbation, to set up a layered multi-system of evaluation, to frame corresponding plans, policies and work, to focus in the format ion of university cultures of evaluation.
