高校师资队伍建设的问题与对策

摘 要:本文总结了高校师资队伍建设的主要问题,即学术文化环境日趋恶化、教师聘用制度改革迟缓、各类高校生师比趋同化;同时提出了当前高校师资队伍建设的基本策略:在坚持渐进改革策略、引导高校自主改革、注重学术文化建设的前提下,通过宏观政策导向,鼓励高校通过自主改革,逐步建立多元化的教师聘用制度。

总 结:“中国教师队伍所面临的最大问题并不是数量问题,也不是博士学位获得者或正高职务者的比例问题。”我们认为,师资队伍建设改革与发展规划面临的主要问题与挑战是缺少杰出人才,缺少能够站在学术前沿、具有广泛参与国际学术交流能力和水平的学者。造成杰出人才缺乏的原因归结起来有三个方面:1.学术文化环境日趋恶化;2.教师聘用制度改革迟缓;3.各类高校生师比趋同。高校师资队伍建设的对策建议:1.坚持渐进改革策略;2.引导高校自主改革;3.注重学术文化建设。
Problems and Countermeasures in the Construction of Teaching Staff in Universities

Abstract: The paper concludes the main problems in the construction of teaching staff in universities: academic cultural environment is getting worse day by day, the reform of faculty appointment system is at a standstill, the student-faculty ratio of different level higher education institutions is nearly all the same. The strategies for improving the construction of teaching staff are: on the premise of adhering to the principle of gradual reform, empowering higher education institutions to reform autonomously and valuing the academic cultural construction, under the guide of macro-policy, encouraging higher education institutions to build a diversified faculty appointment system by reforming autonomously.
