摘要：强调了牢固树立和认真落实科学的发展观和正确的政绩观、人才观的重要性，论证了树立全面、协调、可持续的发展观和正确的政绩观、人才观在学校的改革与发展中的关键地位、并结合实际，阐述了如何在党的建设、学科建设、教学、科研、师资队伍建设、内部管理等方面如何树立科学的发展观和正确的政绩观、人才观，统领学校的改革与发展。

总结：1.教育发展观是科学发展观在教育上的体现，是关于教育发展的本质、目的、内涵与要求的总体看法和根本观点。科学的教育发展观对学校的改革与发展实践起到根本性、全局性的重大影响。

2.政绩观是指干部对如何履行职责去追求何种政绩的根本认识和态度。树立正确的政绩观关键在于要牢记“两个务必”的指示精神，大兴“求真务实”之风。深人贯彻党委领导下的校长负责制，是领导班子树立正确的政绩观、实践正确的政绩观的重要制度保障。树立正确的政绩观还要不断加强党风廉政建设，密切党群、干群关系。

3.在学生培养工作中，坚持融业务培养与思想品德教育为一体，融知识传授与能力培养为一体，融教学与科研为一体，融专业教育与人文素质教育为一体，融课堂教学与实践教学为一体，培养具有创造能力、创新能力、创业能力的“三创”人才。要完成培养“三创”人才的目标，把学校建设成为在国内同类院校中有较大影响的教学研究型大学，必须建设一支高水平的师资队伍。

Establishing scientific view on the development and correct views on the past achievements and talents to improve the reform and development of the university

Abstract:This article emphasizes on the importance of firmly setting and earnest fulfilling the scientific view of development and correct views of post achievement and talents，and demonstrates the key position of setting comprehensive，harmonious and sustainable view of development and correct views of post achievement and talent in the university. Linking with the facts,it illustrates how to achieve the goals-in the construction of CPC，the construction of subject, education，scientific research ,and teaching staff and inside management in order to lead the reform and development in the university.
