摘要：作为一名校长或者一名从事开发校长培训课程的理论工作者，是否了解本国以及世界各国关于校长工作条件、角色以及校长影响力的情况，至关重要。本文主要论述：欧洲在这个领域的最新发展；欧盟目标，即在拥有49个成员国和更多语种的欧盟，发展一个欧洲学校系统和一个欧洲学校领导模式；国家层面

上的校长协会和欧洲层面上的欧洲中小学校长联合会的创建；欧洲中小学校长联合会在把学校领导的利益植入欧洲一体化进程中的地位及其项目；以及教育领导的道德维度。

总结：1.学校类型的多样化导致相关团体的多样化。这些团体十多年来活跃在德国的各个层而。在学校领导成员结盟的欧洲背景下，无论是哪种学校类型的校长，都拥有共同的职业归属感和职业认同感。所贯彻的思想是，校长是一个独立的职业，需要自己特殊的利益代言人。

2. 建立联系、交流经验并形成一个共同的“校长”职业认同，欧洲中小学校长联合会正是基于这个目的而成立。它和各大洲通过签订协约，并与经济合作与发展组织紧密合作。

3.对于欧洲来说，重要之处在于开发学校领导和学校建设的模式，这有别于政府过度的监督欲望。这个模式不是为了学校排名和考试成绩而牺牲整体性教育为代价的，否则便会导致社会衰败。

4.校长的角色和任务、社会地位、薪酬和职责函待改善。学校领导是一个特定的因素，学校应当好好加以利用。要是有谁常常论及专业化和经济导向，更应该早就明白这个道理。由此可见，高效校长应强化经济和提升竞争力。

This article presents

    ☆the latest development of European research in this field,

    ☆the aims of European Union to develop a European school system and a model for European school leadership in a continent with 49 countries and even more languages,

    ☆the foundation of national school heads associations and the European umbrella organization ESHA(European School Heads Association),

    ☆the positions and projects of ESHA to implement the school heads' interests in the European integration process,

    ☆and the moral dimension of educational leadership.
