摘要：采用文献资料法、访谈法、问卷调查法等，对中小学开展阳光体育运动的社会保障现状进行了调查。调查结果说明，政府及相关部门对开展阳光体育运动重视程度不够，缺乏开展阳光体育运动的社会保障机构和专项资金；贯彻落实“每天一小时校园体育活动”缺乏强有力保障措施；对体育伤害事故的畏惧严重制约了阳光体育运动的开展。由此，提出了几点建议。

总结：1.进一步加强对阳光体育运动开展的组织领导，不断完善开展阳光体育运动的社会保障工作。

2.加快开展阳光体育运动社会保障的法律法规建设，逐步健全和完善阳光体育运动的社会保障制度。

3.加强区域体育资源配置、利用和开发，提高区域优势体育资源的综合利用程度，不断促进开展阳光体育运动社会保障的实施和保障水平的提高。

4.建立健全物质投入保障平台，为落实开展阳光体育运动工作创造条件。

5.建立健全人才保障平台，加强中小学体育师资人才队伍建设。充分利用我国对全国的骨干教师开展的国家级培训(简称“国培计划”)，提高中小学体育教师的专业水平和教学能力，促进体育教师技能、专业素质和驾驭新课程的能力。

6.加大保险公司介入的力度，全面实施“校方责任保险”，抓好责任落实、制度落实、措施落实，切实加强开展阳光体育运动的安全保障。

The Social Security for Sunny Sports in Elementary Schools

Abstract: By using the methods of documentary interview and questionnaire etc. the paper'、investigated the current social security situation of sunlight sports of primary and middle schools.  The results show;the government and the related departments haven’t paid enough attention to the development of the sunlight sports and the social security organizations and the special funds are insufficient there are not powerful measures to carry out one hour per day sports events in school yards and the fear of sports injury restricts the development of sunlight sports seriously. On the basis of these the paper'、put forward several suggestions.
