摘要:现阶段我国各高等学校都在开展大学章程建设工作，部分高校己制定了较为完善的大学章程，但目前大学章程的实施进展缓慢，大学章程在大学办学与管理实践中发挥作用甚微，甚至被束之高阁，这严重违背了大学章程建设的初衷。针对这一问题，从内外部环境上对我国大学章程建设的阻力包括法律环境阻力和高校内部环境阻力等进行了分析，并据此提出了加强我国大学章程建设的相关思考及建议。

总结：1、我国大学章程建设的内部环境阻力分析：

（1）高校领导认识不足。

（2）行政权力与学术权力的失衡。

（3）领导体制与管理体制的混淆。

（4）校内监督机制有待完善。

2、加强我国大学章程建设的几点思考：

（1）教育主管部门要积极做出转变。

（2）高等学校领导要做出积极转变。

（3）通过章程建立高等学校内部的权利协调机制，使政治权力、行政权力和学术权力能够协调工作，高效运转。

（4）引入第三方监督机制，形成全方位、多层次、立体化的监督体系。

Environmental Resistance to the Development of University Charter

Abstract: Nowadays universities in our country are formulating their own university charter.  And some of them have made quite good charters. But it is not difficult for us to find that many university charters are often a formality and have negligible effects on university's management and development， which is not in accordance with the original intentions of university charter.  In order to analyze this phenomenon，this paper gives a detailed analysis of the environmental resistance to the development of university charter，especially in the aspects of law，education system and university's internal environment.  At last，some proposals are offered on the basis of reflections on the above problems.
