摘要: 一所大学的办学特色具有隐性与显性两个特征,而且特色发展对大学办学来说具有战略意义。黑龙江科技大学以服务为宗旨、以需求为导向、以办学转型为切入点 ,坚持特色办学,优化特色办学定位,着重对人才培养特色、服务特色、学科专业特色、科技创新特色、大学文化特色、大学管理特色等的培育,以特色发展推进学校内涵发展、整体发展。

总结：第一部分是关于特色发展的战略思考。办学特色包括两个层面: 一是隐性特色,指大学精神、大学文化、办学理念、办学思想等理念层面的特色；二是显性特色,指教学、科研、人才培养、学科专业、教育管理等方面的特色,其表现形式是物化层面的。从教育与社会关系维度看,办学特色具有“八大”特性: 独特性、稳定性、发展性、 相对性、认同性、表现性、示范性、区域性。特色发展的战略意义有：特色发展是贯彻落实国家高等教育战略的内在要求；特色发展是高等教育发展的必然要求；特色发展是增强高校竞争力、 奠定社会地位的现实需要；特色发展是高校立校之基、强校之策。

第二部分论述了以特色发展推进内涵发展的基本思路与做法。包括以服务应用为特色发展的办学定位特色；“三大”理念引领下的“一高一强” 的人才培养特色；以协同创新为内涵的学科专业与科技创新特色；全员、全方位的服务特色；机制灵活、结构科学的内部管理特色；富有活力的大学文化特色。

第三部分论述了以特色发展推进内涵发展的成效。主要有：办学理念和发展方式发生了明显的转变；办学质量显著提升；科研水平和服务能力显著提升；办学实力显著增强；社会影响力显著提升。

Abstract:A university bears both implicit and explicit school-running characteristics, and the development of characteristics is of strategic significance to the school-running. With service as the aim, demand as the guidance, school-running  transformation as the starting point, Heilongjiang University of Science and  Technology stick to characteristic school-running, optimize the orientation of characteristic school-running, put emphasis on the cultivation of talent training  characteristic, service characteristic, discipline and specialty characteristic,  technological innovation characteristic, university culture characteristic and  university management characteristic, and promote the connotation and overall development of the university with the support of characteristic development .
