摘要：美、英、荷三国高校内部质量保障机制各有特色。美国高校的内部质量保障机制最健全，但其外部化现象比较严重，内部评估的独立性较差，较多地受到外部认证机构的影响；英国高校内部质量评估的核心是课程评估，其针对性最强，独立性也较强，相关质量措施比较到位；荷兰的内部评估主要是教学评估和科研评估，自主性较强，但外部评估机构的影响很大。

总结：通过对英美荷三国高校内部质量保障的分析， 可以得出一些有益的启示。1、应将高等学校的内部评估作为一项制度性的工作，成立专门机构，责成专人负责，划拨专用经费，提供固定编制和固定办公场地，从思想上意识上建立起自我评估、自我负责的态度，从根源上提高高等学校的质量。2、应重视和突出高校内部评估中教授委员会和学术委员会的地位和作用，尊重其工作，赋予其实际权力，以发挥其标准制定者、政策建议者和监督者的作用。3、从政策法规方面加强高校的内部质量评估，让内部评估成为高校自我提高和自我激励的重要机制， 而不是为了应付外部评估被动地实施内部评估。4、充分发挥外部评估对内部评估的促进作用，外部评估是手段，内部评估才是目的，只有让所有的高等学校都自觉建立起内部质量保障体系，才能从根本上提高整个高等教育系统的质量。5、内部评估必须突出重点和核心，教学是一切高等教育机构的基础和核心， 而课程又是基础的基础，因此，应以课程评估为突破口，全面提高高等学校的教学质量。6、内部评估要坚持随机性评估和周期性评估相结合， 制定适宜的评估周期， 一般以5-6 年为宜，真正形成严格、完善的评估体系，不断推动高等学校的内部创新， 全面提高高等学校的办学质量。

Abstract：The interior quality assurance mechanisms of higher education in America，Britain and the Netherlands have different features. The interior quality assurance mechanism of higher education of America is most sound，but its independence is very weak，and always been dominated by the exterior accreditation organizations. The core of the interior quality assurance mechanism of British higher education is curriculum evaluation，both its pertinence and independence are very strong，and its measures are effective. The interior evaluation of the Netherlands is mainly about the teaching and research，its independence is relatively strong，but it is also be influenced by the exterior evaluation organizations.
