摘要: 20 世纪90 年代中两岸均颁布了《教师法》等法规，明确实行教师资格制度，以提高教师专业地位。本文从教师资格制度的法律基础、教师资格制度的学历要求、考试、证书、认定机构、认定程序等方面比较分析了两岸教师资格制度的异同，以促进相互了解和借鉴，并提出了教师资格制度改进的建议。

总结：对大陆教师资格制度修订的启示与建议：1． 及时修订和制定相应的配套法规，完善教师资格制度法规体系；2． 改革教师资格条件，提高学历和考试要求；3．进一步完善教师培养培训制度，保障经费投入。

Abstract: In order to elevate teachers’ professional status，“Teachers’Act″”is enacted to carry out the Teacher Certification System by both Taiwan and mainland，China in the mid 1990s． To promote mutual understanding and learn from other，this study analyzes the similarities and differences between these two Teacher Certification Systems in Taiwan and mainland from aspects of legal basis，academic requirements，examinations，certificates，recognized the organization，identified program and so on． Some suggestions are put forward． Some suggestions put forward are for the revision of Teacher Certification System on both sides of Straits．
