——基于对州政府教育领导力的分析

摘要: 在尼日利亚实施普及基础教育政策的过程中，州政府教育领导力的缺失是该政策面临的一个突出问题。由于州政府在教育规划、教育观念引导、教育政策执行和资源统筹等方面缺乏应有的力量支持，使得这项政策在实施中步履维艰。只有提高了州政府的教育领导力，才能为普及基础教育政策目标的实现提供必要的条件和强大的驱动力。

(2)地域教育发展程度的不均衡需要加强州政府对基础教育的领导力；

(3)有利于落实经费分担政策和开拓资源；

(4)联邦政府及相关机构的积极引导和支持。

The Problems of Implementing the Universal Basic Education Policy in Nigeria

——Based on the Analysis of the State Government Leadership

Abstract: The lack of educational leadership of the state governments is the great implementation of universal basic education policy is facing in Nigeria. The state governments of Nigeria have gone short in their leadership on such aspects as the educational planning, concepts guidance, policy implementation and resource collection, which leads to the policy implementation with much difficulty. So it can provide the policy of universal basic education necessary conditions and great driving power just as the educational leadership of the state governments is greatly improved.
