摘要: 质量管理是大学教学管理的核心。提高教学质量既是来自经济全球化带来的机遇与挑战；也是政府对高等教育大众化阶段提出的新要求；同时更是大学自身发展的内在需要。特别是近几年来的学费逐步攀升，大学生及其家长对大学教学质量的要求越来越高，而且今后随着教育消费观念的形成，质量将成为大学安身立命之本。文章系统地研究了国家教育行政部门大学教学质量保障与监控机制；分析了省级教育行政部门大学教学质量保障与监控机制；剖析了大学内部教学质量保障与监控机制。

关键词: 大学；教学质量；保障体系；监控机制

总结：

1、大学教学质量保障与监控主体由大学、政府、社会三方组成。大学作为内部保障的主体,需要对自身的教学质量进行监控和自我评价,使教学处于不断优化和完善的良性运行过程。政府作为外部保障的重要主体，对大学内部质量保障、监督、评价。社会参与大学教学质量保障与监控的主要形式有行业协会、民间团体、新闻媒体的评价等。

2、国家教育行政部门教学质量保障与监控机制：

(1)法律法规机制；

(2)综合性政策机制；

(3)专项政策机制。

3、社会对大学教学质量保障与监控机制：

(1)中介性，即相对独立性，它不代表政府，能比较客观地对大学教学质量进行鉴定和评估，结论仅供政府和大学参考，但会直接或间接地影响政府、社会和大学的关系。

(2)公正性，社会中介组织要赢得政府、社会、大学、雇主、学生及其家长的信任,就必须客观公正的开展评估和监控活动。

4、大学内部教学质量保障与监控机制：

(1)按监控内容分,大学内部教学质量保障与监控体系可分为教师教学质量监控、学生学习质量监控、教学管理质量监控、教学基本建设质量监控、教学条件建设质量监控五个方面；

(2)按监控周期分可分为定期监控、周期监控和随机监控三种；

(3)按监控组织体系分，可分为教学决策系统、教学指挥系统、教学评估系统、教学条件保障系统、教学质量管理系统、教学仲裁系统、教学信息收集与反馈系统、教学宣传系统，共八大系统；

(4)按参加监控的人员分，可分为管理人员监控、教师监控、督导监控、学生监控四个方面。

Study on the System of the Teaching Quality Safeguard and Supervision in Colleges and Universities

Abstract: Quality administration is the core of college teaching administration. Improving teaching quality is the opportunity and challenge from the economic globe and the new demands to high education generalization raised by our government as well. It is also the needs of the development of the universities and colleges themselves. The university students and parents have more demands towards college teaching quality especially because of the gradual rise of the tuition. Furthermore, quality will become the basis of survival with the formation of education expenses ideas in the future. This essay introduces systematically the macroscopic system of the teaching quality safeguard and supervision in colleges and universities, and analyzes the medium cosmic system. It also analyzes the microcosmic system of the inner part of the teaching quality safeguard and supervision in colleges and universities.
