摘要：民主新南非的教育体系是在种族隔离教育遗产的基础上通过全方位的变革建立起来的。南非教师教育制度的重建是一个漫长、复杂的过程。通过调整管理体制、颁布教师教育标准、优化院校结构、出台国家政策框架等举措，南非已建构起一个以成果和能力为本位的、具有民主治理特质的、一体化、开放式的教师教育与发展体系$国家教师教育与发展政策框架的实施虽然取得了一些成效，但也面临多方面的不确定性和挑战。

关键词：南非；教师教育；教师发展；制度重建

总结：1. 新南非教师教育制度的重建：

（1）调整管理体制，建立民主的治理结构；

（2）建立统一的教师教育标准与规范；

（3）调整教师教育院校结构，实现教师教育大学化；

（4）通过新的资格框架，保障教师教育质量。

2. 南非国家教师教育与发展政策框架的实施情况：

（1）教师专业人才吸引计划取得成效；

（2）教师专业人才吸引计划取得成效；

（3）教育国家专业文凭和教育高级证书计划深入实施；

（4）教师继续专业发展计划逐步形成。

3. 总体来看，南非的教师教育仍面临着三大挑战:

（1）稳定现有的教师教育制度，尽快从过去的波折中恢复过来，提升系统能力，为全体师范生和在职教师提供高质量的教师教育与发展；

（2）采取策略，扩大农村青年的入学，确保南非各个角落的毕业生都可以平等地进入教师教育项目学习；

（3）提高教师的社会地位和工作条件，重新燃起年轻人对教师职业的热望。

Restructuring Teacher Education System in South Africa: Progress and Achievements

Abstract: The education system of the new democratic; South Africa is established through a comprehensive transformation of the apartheid educational legacy. The restructuring of the South African teacher education system is a long and complex process.  Through the transformation of the governance structure the release of norms and standards for educators the restructuring of the institutional landscape, the introduction of the National development , and some other initiatives reeducation and development is now an outcome and competence based, Policy Framework for Teacher Education and Democratic，integrated and open system of teach-in place. The implementation of the national policy framework has brought about some positive progress to the system.  However, the system is still facing some uncertainties and major challenges
