摘要：在美国高等教育国际化进程中, 联邦政府的介入行动不容忽视。21 世纪美国联邦政府值得关注的介入行动主要有：推出前所未有的国际教育周；增加非传统学生海外留学机会；强化旗舰教育交流项目等等。这些行动展露出美国高等教育国际化的一些战略走向：全面塑造、国际化共鸣；促进教育流动的均衡性；进一步抢占国际教育市场。美国联邦政府行动背后的动因是: 通过高等教育国际化成为全球人才聚集的高地，维持科技竞争力；展现高校多元性实力，发展留学经济；培养青年全球能力, 维护美国国际地位。

总结：尽管联邦政府在这个分权和分散的高等教育系统中的角色仅限于提供财政资助、设定相关的政策, 宣传与倡导, 但上述这些功能与美国高等教育国际化战略趋势、发展深度和广度紧密相联。21世纪以来, 美国联邦政府对高等教育国际化的政策倡议及行动介入既是对美国以往高等教育国际化的薄弱环节的改进( 促进参与者的多元化, 增强流动的均衡性等) , 也是对高等教育国际化多重功能( 维持科技竞争力, 培养具有国际胜任力的青年, 搭建新的国际关系等) 的重新认识和高度重视, 它标志着美国高等教育国际化随时代的要求迈向又一个新的发展阶段。

American Higher Education Internationalization in the 21st Century: From the Aspect of the Federal Governments Actions

Abstract: In the process of American higher education internationalization, the intervention of the federal government cannot be ignored. In the twenty-first century, America has taken new act ion to promote the internationalization of higher education: to promote the unprecedented International Education Week; to increase the international education opportunities for the nontraditional American students; and to strengthen the existing flagship international education program and so on. These act ions indicate that the new strategic trends of American higher education internationalization: to shape the international resonance; to promote liquidity in the balance; furthermore to seize the international education market. Through internationalization of higher education, the fundamental dynamic of these act ions is to maintain competitiveness of science and technology; to show the diversity of American universities; to develop the economy; and to cultivate student s with global mindset and maintain it s international posit ion.
