 传承与创新:建构专业化师资培育体系之策略

    摘要:基于台湾地区中小学教师质量现状及教师教育的特点和问题,对中小学教师教育提出八项因应对策,即:l)规划长远系统的教师教育政策;2)提供公费诱因,吸引清寒优秀学生报考;3)研订教师专业标准及专业表现指标;4)发展精致师资培育大学,建立以实务研究为基础的职前教育;5)建立弹性且专业的师资培育课程架构,培育具适性教学能力之教师;6)先检定再实习,教育实习延长为1;7)推动教师评鉴和进阶制度;8)建立教师专业学习社群,形塑优质文化。

总结:1. 1994年以前教师教育的特点:

1)师范学校升格改制;

2)公费吸引优秀学生;

3)强调品格教育涵养;

4)重视教育专业提升;

2. 台湾为达到优质专业的师资素质,教师教育政策大都围绕在师资的职前培育与在职教育两个阶段的主题范畴上进行改革,此又大致可细分成师资养成、教育实习、资格检定、教师甄选、专业成长等5个而向。

3.构建专业化师资培育体系的策略主要有:

1)规划长远系统的教师教育政策;

2)提供公费诱因,吸引清寒优秀学生报考;

3)研订教师专业标准及专业表现指标;

4)发展精致师资培育大学,建立以实务研究为基础的职前教育;

5)建立弹性且专业的师资培育课程架构,培育具适性教学能力之教师;

6)先检定再实习,教育实习延长为一年;

7)推动教师评鉴和进阶制度;

8)建立教师专业学习社群,形塑优质文化。

Inheritance and Innovation: The Construction and Strategy of Professional Teacher Education System

    Abstract: For constructing professional teacher education systembased on the current situation of primary and secondary school teachers in Taiwan as well as the characteristics and problems of teacher educationthe researcher suggests eight strategies  which are included:1)planning a longterm system of teacher education policy;2)providing publicly funded incentives to the students who are financial hardship and outstanding;3)drafting teachers' professional standards and performance indicators;4)developing exquisite teacher education universities to establish a practicebased prevocational education system;5) Establishing a flexible and professional teacher education curriculum framework for cultivating with adaptive teaching ability of teachers;6)taking practice before the test and educational practice extended to one

year; 7)promoting teachers' professional evaluation and advanced system;8)building the teachers' professional learning community to shape the culture of quality.
