 我国高校管理队伍专业化研究

摘要:在世界范围内,高校管理队伍专业化是一种必然发展趋势。加强我国高校管理队伍专业化的理论和实践研究,对于推动我国高等教育事业发展,提高高等学校的管理水平和办学效益有着十分重要的意义。

        高校管理队伍专业化是指己经掌握了高校管理的专业知识、精干、高效、相

对稳定的职业化管理队伍。专业性、职业化、稳定性是高校管理队伍专业化的基

本特征。

        目前,我国高校管理队伍专业化程度不高,其根本原因在于我国不够重视高

校管理工作专业化、管理制度不健全、管理者待遇不高、管理观念落后和我国缺

乏高校管理队伍专业化建设的历史积淀。高校教育职员制度试点工作并未很好地

解决这些问题。发达国家高校管理队伍专业化程度较高,在其推进高校管理队伍

专业化建设方面积累了许多成功的经验,这为我国推进高校管理队伍专业化建设

提供了诸多有益的启示。

        根据我国国情,借鉴国外高校管理队伍专业化建设经验,推进我国高校管理

队伍专业化建设必须遵循特色原则、系统原则、政策性原则、人本原则、科学性

原则与标准性原则等。本着这些原则,推进我国高校管理队伍专业化建设的主要

对策有:推行全员聘用制,形成竞争、流动、开放的选聘机制;架构以人为本的

考评制度,建立凭实绩用人的良性机制;建立因校制宜的薪酬管理制度,充分形

成“优劳优酬”的激励机制;加强高校管理人力资源的培训与开发,构建学习型

组织。

总结:本研究首先对高校管理队伍专业化进行了理论探讨,界定了高校管理队伍专业化的涵义,分析了高校管理队伍专业化的特点,提出了推进我国高校管理队伍专业化的指导思想和基本原则;其次,依据这些理论分析了我国高校管理队伍专业化发展的状况,得出我国高校管理队伍专业化程度不高的结论,并深入探讨了导致我国高校管理队伍专业化程度不高的影响因素,这些影响因素在我国推进高校管理队伍专业化的实践一一教育职员制度试点工作中得到了证实;再次,运用高校管理队伍专业化的理论,分析了发达国家高校管理队伍专业化发展状况,并进行了个案分析,得出发达国家高校管理队伍专业化程度比较高的结论,探讨了发达国家高校管理队伍专业化的建设经验,以期从中得到启示;在此基础上,对推进我国高校管理队伍专业化建设进行了系统的考察,并提出了一些政策性和操作性的建议。希望本研究能够为我国高校管理改革,特别是为我国高校正在试点推行的教育职员制度改革实践提供一些有益的参考。

        本研究的具体思路如下:简要论述本研究的必要性和研究现状;探讨高校管

理队伍专业化的理论,具体涉及到高校管理队伍专业化的内涵、我国推进高校管

理队伍专业化的必要性、指导思想与原则;归纳、分析我国高校管理队伍专业化

发展状况及影响因素;总结发达国家高校管理队伍专业化建设经验与启示;尝试

提出我国高校如何推进管理队伍专业化的对策。

AbstractIn the range of world, the professionalization on administrators in universities is an inevitable development trend. It is very important meaning that the problem about professionalization on administrators in our country universities is researched because it will be helpful to drive our country higher education to be developed and improve the management level and efficiency of the institution of higher education.

    The professionalization on administrators means such people, who have already grasped the professional knowledge on universities management, and are keen-witted and capable, highlyefficient, relatively stable. Its essential feature is profession, occupationalization, and stability.

    At present, The degree of the professionalization on administrators is not high in our country universities. There are some reasons to account for it.First, Our country pays little attention to the professionalization on management in universities; secondly, the management system on the universities is imperfect; thirdly, administrator's treatment is not good;  fourthly,  the management idea lags behind;last but not the least, our country lacks accumulation of historical experience of construction of professionalization on administrators in universities. Another, Our country do not to solve these problems very well by launching a pilot project educate staff member's system in some universities. On the other hand, The degree of the professionalization on administrators is relatively high in the developed countries. What's more, the developed countries have accumulated a lot of succeeding experience on how to structure the professionalization on administrators in the universities. So, Our country can be enlightened from theirs.

    According to the national conditions of our country, and use for reference structuring experience on professionalization on administrators of foreign university, these  principles  must  be  followed  while  advancing  professionalization  on administrators of university of our country, such as the characteristic principle, the system principle, the policy principle, the based on people principle, the science principle, the standard quality principle and so on. To advance construction of professionalization on administrators of university of our country, in line with these principles, there are these main suggestions for it. First of all, the whole system of appointment should be pursued in order to form the competition, flowing and openmechanism of employing selectively. Secondly, the system of review based on people should be structured in order to set up the benign mechanism of choosing the right person according to the actual achievement. Again, the salary management system according to the university of conditions should be set up in order to fully form the incentive mechanism of giving good recompense to the good labour".At last,the managerial talent of university should be trained and developed strongly, and the studying type organize should be structured.
