高校发展战略研究若干重要问题的思考

摘要：现阶段，我国高校设立发展战略研究或规划机构的越来越多，但地位却多尴尬，导致这种状况的重要原因之一在于有关“高校发展战略研究”本身的研究几近空白，导致高校发展战略研究在行动上常常处于不自觉状态。高校发展战略研究，本质上旨在为学校科学制定及实施相关发展战略，或为学校解决发展建设中的重大问题，提供咨询或建议。高校发展战略研究涉及三个层次的问题，提供咨询或建议的形式大体有四个方面，其责任履行既要努力克服“泛化论”的影响，又要克服“虚无论”的影响，高校发展战略研究需要具备责任、前瞻、忧患、全局四种重要意识。

总结：1、高校发展战略研究应当关注三个问题：一是重要基础理论问题；二是事关学校中长期发展的重大现实问题；三是可中观可微观研究的问题。
2、高校发展战略研究提供咨询服务的基本形式：
（1）以扎实深入的理论研究为学校建设发展提供相关咨询或建议。
（2）针对具体实际问题撰写调研报告。
（3）密切关注某个时期高等教育学术界聚焦的某些具有重要战略意义的理论问题或实践问题，注意收集、整理、概括、提炼相关研究观点和看法，形成简要的研究报告，供学校领导阅览和参考。
（4）在涉及学校建设发展的有关会议上，根据自己的相关研究与思考，针对学校建设发展中的现实问题发表建设性意见或建议，供与会者讨论或争鸣，或供学校领导思考或参考。
3、高校发展战略研究应当履行的基本责任：
（1）在学校中长期发展规划编制过程中发挥主力。
（2）扎实开展相关理论研究和实践研究，为学校各种发展规划的制定及有关建设发展建言献策打下坚实的基础。
4、高校发展战略研究必须具备的研究意识包括：责任意识、前瞻意识、忧患意识和全局意识。
Thinking on Some Important Problems of Research for Universities Development Strategy

Abstract：At the present stage，more and more organizations of development strategy research have been established in our country’s universities but the status is always embarrassed. The cause for the circumstance has to be nearly no any study on "the development strategy research of universities "itself , so the university development strategy study in action is usually not in conscious stage naturally. University development strategy study is aimed at providing consulting or suggestions for university’s formulation and implement some related development strategy or to solve some vital problems on the development and construction of university. University development strategy research involves three levels of problem，and its ways of providing consulting or suggestions are four in general，and its responsibility preferment does not only need to overcome the influence of "the theory of everything"but the influence of "the theory of nothingness".University development strategy study need to be provided with four consciousnesses of responsibility , foresight , misery and overall situation.
